Leadership Lecture: "Respect for Human Rights is the Main Principle of the Rule of Law"

On December 6, 2025, at 15:00, first-year students of Group 115 of the Faculty of Law, together with the professors of the Department of Theory and History of State and Law, Constitutional and Administrative Law, Doctor of Law Baimakhanova D. M. And Doctor of Law Ibraeva A. S. Held a leadership lecture at Student House № 18 as part of the “Law and Order” program dedicated to SDG № 16 “Peace, Justice and Strong Institutions,” on the topic “Respect for Human Rights as the Fundamental Principle of a Rule-of-Law State.” The event was aimed at enhancing students’ legal culture and fostering a respectful attitude toward human rights as a key principle of a rule-of-law state.

The speaker of the event was Seitnurov A. E. , Senior Inspector for Special Assignments, Police Lieutenant Colonel of the Family and Domestic Violence Prevention Unit of the Public Security Department of the Almaty City Police Department. His presentation was marked by sincerity and practical saturation. He discussed recent changes in administrative and criminal legislation, focusing in particular on new elements of offenses and crimes. Specifically, Seitnurov noted the introduction into the Code of Administrative Offenses  on the intentional destruction of another person’s property and liability for harassment (bullying, cyberbullying) of minors, as well as the introduction into the Criminal Code of articles on forced marriage, stalking, and liability for intentional infliction of minor bodily harm and battery. These changes, he noted, reflect the state’s commitment to strengthening the protection of citizens and improving the effectiveness of responses to modern challenges in the sphere of public order.

The event concluded with an active discussion: students asked questions, analyzed practical situations, and discussed issues of respecting and protecting human rights in contemporary society. The lecture became an important step in increasing legal literacy and strengthening the values of sustainable development among young people.
