The Al-Farabi Kazakh National University hosted a round table on the topic "Constitutional reform in Kazakhstan: the legal basis for the interaction of state institutions and civil society". The event was dedicated to the upcoming republican referendum, scheduled for March 15, 2026.

The discussion was attended by deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, representatives of the Maslikhat of Almaty, the leadership of the prosecutor's office, as well as leading legal scholars and experts.

Opening the meeting, Chairman of the Board Rector of KazNU Zhanseit Tuimebayev stressed that the draft new Constitution reflects the main ideas that "possess exceptional novelty": the people as the bearer of the country's sovereignty, the continuity of the thousand-year history of the Great Steppe, the unitary nature of the state, the inviolability of its borders and territorial integrity, strict observance of human, civil and civil rights and freedoms. others. "New values such as the development of culture and education, science and innovation, respect for nature, and the desire for peace and friendship with all states have been consolidated. These provisions reflect the fundamental values that unite all citizens of the country",- said the head of the university.

Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, Chairman of the Committee on International Affairs, Defense and Security Aigul Kuspan, Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, member of the Finance and Budget Committee Yerlan Stambekov and Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, member of the Finance and Budget Committee Irina Smirnova also addressed the meeting with welcoming words. They emphasized that the constitutional reform is a logical continuation of the course towards democratization. The new legal norms will significantly expand the participation of citizens in government processes, making government institutions more open and accountable to society.

In his report, Almaty City Prosecutor Serik Karipbekov presented an analysis of the key changes to the draft Basic Law, focusing on each point in detail.

Presentations were also made by: Rector of the Human Rights Academy at the Prosecutor General's Office of the Republic of Kazakhstan Nurgalym Abdirov, Doctor of Law, Professor at Al-Farabi Kazakh National University, member of the Constitutional Commission Yerkin Duissenov, Academician of the National Academy of Sciences of the Republic of Kazakhstan, Doctor of Historical Sciences, Professor Bereket Karibayev, Professor of the Department of Political Science and Political Technologies, Doctor of Political Sciences Yesenzhol Aliyarov and others.

According to Zhanar Kegembayeva, a research professor at the Department of Theory and History of State and Law at al-Farabi Kazakh National University, the feature of this round table is the large number of representatives of civil society. "Time is changing, the political situation in the country and the world is changing, digitalization is developing. And the new Constitution is a requirement of the time and a request of society. We are discussing all the innovations today, and I am sure that the result will be participation in a referendum to adopt a new Constitution of our state",- the expert noted.

Thus, the participants of the round table agreed that the upcoming referendum will be an important step in building a "Әділетті Қазақстан". Following the meeting, expert recommendations were developed on improving legislation and law enforcement practice in the context of constitutional modernization.
