PUBLIC ORDER AND STUDENT RESPONSIBILITY

27 february, 2026

On February 27, 2026, the Department of Zoology, Histology, and Cytology of the Faculty of Biology and Biotechnology at Al-Farabi Kazakh National University held an open curatorial hour titled “Public Order and Student Responsibility” at the initiative of the Aqua 25-01 K group. The event aimed to foster students’ legal culture and enhance their civic responsibility.

The educational session was organized within the framework of the UN Sustainable Development Goals (SDGs). In particular, it aligned with SDG 4 – Quality Education and SDG 16 – Peace, Justice and Strong Institutions. Quality education implies not only the development of professional competencies but also the formation of legal literacy, academic integrity, and social responsibility. Within the context of SDG 16, special attention was given to respect for the rule of law, maintenance of public order, and strengthening the values of a peaceful society.

During the curatorial hour, the topics “What is public order?” and “A student as an active member of society” were comprehensively discussed. Students were informed about the fundamental principles of public order, the requirements of the legislation of the Republic of Kazakhstan, and the rights and responsibilities of citizens. It was emphasized that respecting the rights and freedoms of others, adhering to cultural and ethical norms, behaving appropriately in public places, and complying with the internal regulations of the university are the duties of every student.

Additionally, issues related to academic integrity, responsible attitudes toward the learning process, respectful communication with instructors and peers, and effective time management were addressed. It was noted that a student’s behavior reflects their level of upbringing, personal maturity, and professional responsibility as a future specialist.

The meeting also thoroughly examined legal accountability. It was explained that violations of public order, participation in fights, property damage, consumption of alcohol or prohibited substances, cyberbullying, and unlawful online activities may result in administrative or criminal liability. It was stressed that such actions harm not only the individual but also the reputation of the educational institution.

In conclusion, students recognized that maintaining public order is not only a duty but also an indicator of culture, civic awareness, and social maturity. The formation of a disciplined, responsible, and conscientious generation is the foundation of a sustainable and developed society. Such educational activities contribute to preparing young professionals with an active civic stance, respect for the law, and a commitment to contributing to societal development.
