The Department of Theory and History of State and Law, Constitutional and Administrative Law of Al-Farabi Kazakh National University within the framework of the implementation of the Sustainable Development Goals held a seminar dedicated to the discussion of the speech of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev at the general debate within the framework of the 78th session of the UN General Assembly.

On September 29, 2003 at 12:00 at the Department of Theory and History of State and Law, Constitutional and Administrative Law of Al-Farabi Kazakh National University within the framework of the implementation of the Sustainable Development Goals, a seminar was held to discuss the speech of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev at the general debate within the 78th session of the UN General Assembly.
    The seminar was attended by teachers of the department, students, undergraduates, doctoral students and other young scientists of the Faculty of Law. The main report was made by D.yu.n. Baymakhanova D.M. She presented a presentation in which the main ideas expressed by the President of the Republic of Kazakhstan in the debates at the UN were shown. 
A red thread through the entire speech of the Head of State stands out the idea that a common commitment to building a better world should be above the differences between different countries, nations and nationalities, religions and confessions, political views and interests. Kazakhstan is ready to cooperate with all States in building a brighter, fairer and more sustainable world. 
Speaking at the UN, the President of Kazakhstan said that today humanity is facing unprecedented colossal shifts and is entering another period of geopolitical confrontation. The essence of the threat comes from the simultaneous erosion of the fundamental principles of international law embodied in the UN Charter, which generates conflict situations at all levels.    
Our greatest concern, as teachers, was caused by the President's words that "the end result may be the loss of humanity's confidence in the stable development of the world in the future. The younger generation no longer believes that the world they will inherit will be better." "Therefore, Kazakhstan considers it necessary to reiterate its unwavering commitment to the principles of the UN Charter," the Head of State noted. 
To solve the problems that have arisen in recent years and to respond to the challenges of our time, Kazakhstan has proposed a set of measures, including:
- Kazakhstan calls on all parties to seek a diplomatic solution to conflicts based on the UN Charter and universally recognized norms of international law. As K. Tokayev noted, diplomacy and dialogue should always prevail in the resolution of international disputes.
- The Security Council should become more representative so that other countries, including Kazakhstan, can play a more significant role in maintaining peace and security.
- Kazakhstan declares its unwavering commitment to the Treaty on the Prohibition of Nuclear Weapons. We support the development of new mechanisms in the field of disarmament and non-proliferation.
- The Head of State recalled that COVID-19 demonstrated our vulnerability to future biological risks and threats. In this regard, Kazakhstan appealed to the Secretary-General and the President of this Assembly to launch the process of creating an International Agency for Biological Safety.
- President Tokayev stressed the importance of the "New Agenda for Peace" proposed by the UN Secretary General. In order to develop the principles of unity and diversity and mutual respect, strengthen interreligious and interfaith dialogue, it is necessary to emphasize the significant role of the Congress of Leaders of World and Traditional Religions held in Astana. 
- In the President's speech, special attention was paid to global economic and social problems, in particular, the problem of hunger. Kazakhstan is ready to act as a regional hub for food supplies. To do this, we have all the necessary resources, infrastructure and logistics.
- Speaking about the problem of climate change, the country's leader announced Kazakhstan's initiative to open a Project Office for Central Asia on climate change and "green" energy in Almaty. A Regional climate summit under the auspices of the United Nations is planned to be held in Kazakhstan in 2026. 
- The Head of State called for support for the initiative to establish the UN Regional Center for SDGs for Central Asia and Afghanistan in Almaty. 
At the end of his speech, President Tokayev stressed the importance of joint actions of the entire world community to solve acute problems of the modern world to ensure a sustainable and secure future for future generations. "The health, well-being and good education of the younger generation are the key priorities of the state policy of Kazakhstan. I pin my hopes on the younger generation who will lead our country into the future. At home and abroad, we are working for this better future. Let's revive the spirit of unity and collective action that lies at the heart of the United Nations," K. Tokayev emphasized.
The second speaker at the seminar was Dr. Ibraeva A.S., who highlighted the main provisions of the article of the President of the Republic of Kazakhstan in the American edition of The Hill, dedicated to the UN activities. Ibraeva A.S. noted that the President in his article concluded about the growth of crisis processes and the presence of many problems in the development of all countries of the world. The international order has become not only more polarized than it has been for decades, but also more fragmented. The President stressed the unwillingness of world leaders and the UN to address real threats: climate change, pandemics, food security problems, nuclear and terrorist threats. These problems require political vision, courage and foresight of leaders around the world. We must focus our efforts on decisions that will determine the future for centuries to come. The Head of State highlighted the special role of the UN in solving these specific tasks.
The speech of the country's Leader at the 78th session of the UN General Assembly and his article in The Hill caused a wide discussion. Teachers and students, undergraduates and doctoral students of Al-Farabi Kazakh National University express deep solidarity with the thoughts and initiatives of the Leader of the state and will work together to implement them, as it is important for everyone.
