Smagulova Zhuldyz Sagydollaevna is a Chairman of the Board of Trustees, Dean of the Pedagogical and Humanitarian Faculty of KIMEP University.

Dean of the Pedagogical and Humanitarian Faculty of the MEBIK University, Candidate of Philological Sciences (Al-Farabi Kazakh National University), Ph.D. Doctor of Sociolinguistic Sciences. (King's College London, UK). Dissertation topic: "Language shift and rebirth in Kazakhstan: a multi-level analysis".
He is engaged in sociolinguistics, applied linguistics and linguistic anthropology. Research interests: language socialization, language ideology, language policy and language planning, methods of language teaching.
Works: monograph "Language change in Central Asia" (co-authored: Elise Ahn, Berlin, Germany: Mouton de Gruyter, 2016), "The language situation and language planning in Kazakhstan" (co-authored with E.D. Suilemenova, 2005); "Dictionary of Linguistics", "Dictionary of social terms of Linguistics" (co-authored), textbook "Kazakh language" for secondary schools in Russian the language proposed by the Ministry of Education and Culture of the Republic of Kazakhstan (in collaboration with scientists Z. Ernazarova and G. Dosmambetova).
More than 30 scientific articles have been published in the Journal of Sociolinguistics, International Journal of Bilingual Education and Bilingualism, Journal of Multilingualism and Multicultural Development, Innovation: The European Journal of Social Science Research.
