Partnership for Sustainable Development
On March 9, 2024 at 12:00 at the Faculty of Law of al-Farabi Kazakh National University, within the framework of SDG 17 "Partnership for Sustainable Development", teachers of the Department of Theory and History of State and Law, Constitutional and Administrative Law, D.Y.N. Baymakhanova D.M., K.Y.N. Kultemirova L.T. and K.Y.N. Kusainov D.O. organized a Leadership lecture on the topic “Road safety” with the participation of 1st year students. The speaker was Nurzhuma Elaman Zhumatayuly, chief of staff of the specialized patrol police battalion of the Almaty police department.
In his speech, the speaker touched upon the important issue of the specifics of modern road traffic involving electric scooters, mopeds, electric skateboards, hoverboards and bicycles. Elaman Zhumatayuly revealed the established procedure for equipping scooters and the rules for their movement. The speaker noted that due to changes in the legislation of the Republic of Kazakhstan, driving a scooter requires rights of any category. Elaman Zhumatayuly especially drew attention to the fact that when driving a scooter on the sidewalk, you cannot reach a speed of more than 6 km/h, in addition, when moving, you must wear a helmet and protective equipment for other parts of the body.
The speaker paid special attention to the fact that the Parliament of the Republic of Kazakhstan is currently discussing the issue of introducing changes and additions to the traffic rules regarding the requirements for persons driving mopeds. The specific examples given by Elaman Zhumatayuly to illustrate his theses aroused great interest among students.
The students listened with great interest to the lecturer who touched on such topical issues, asked many questions and noted that in modern conditions of a large city, such means of transportation as scooters, mopeds, and electric skateboards are very popular among young people, but their effective and safe functioning must be regulated in detail.
