Born on March 26, 1967 in the village of Makanshi in Semipalatinsk (now East Kazakhstan).
Graduated from the Kazakh State University named after S.M. Kirov (1994), Almaty State University named after Abai (1998).
Sociologist, lawyer, candidate of philosophical sciences (dissertation title: “Formation and directions of development of social values of Kazakh culture”, 2000).
In 1985-1987 he served in the ranks of the Soviet Army.
He began his career in the system of the Kazakh Consumer Union.
He worked as a specialist, senior specialist, in responsible positions in the Administration of the President of the Republic of Kazakhstan, and since 1997 he became vice-president, first vice-president of Atamura Corporation.
