Extraordinary and Plenipotentiary Ambassador of the Republic of Kazakhstan to the Republic of Austria, Permanent Representative of the Republic of Kazakhstan to international organizations in the city of Vienna.
Mukhtar Beskenuly Tleuberdi was born on June 30, 1968 in the village of Aksu, Sairam district, Chimkent (now Turkestan) region.
In 1990 he graduated from the Faculty of Philosophy and Economics of Kazakh State University named after S.M. Kirov majored in Philosophy and completed an internship at the Institute of Asian and African Studies at Moscow State University named after M.V. Lomonosov and at the Institute of Linguistics at Yonsei University (Seoul, Republic of Korea). Speak English, Korean and Japanese.
After graduating from the university, he worked at the departments of history of philosophy and Chinese philology of Kazakh National University named after al-Farabi.
He began his diplomatic service in the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1993 as an attaché. In the central office he held the positions of third secretary of the Department of Asian Countries (1993-1996), first secretary of the Department of Asia, the Middle East and Africa, head of the department of the Department of Bilateral Cooperation (1999-2000).
Abroad, he worked as a second secretary at the Embassy of the Republic of Kazakhstan in the Republic of Korea (1996-1999) and as a counselor at the Embassy of the Republic of Kazakhstan in the State of Israel (2001-2003).
In 2000-2001 worked as an advisor to the Secretary of State for International Affairs in the Administration of the President of the Republic of Kazakhstan, after which he returned to public service in the Ministry of Foreign Affairs of the Republic of Kazakhstan. In 2003, he was appointed Vice Minister of Foreign Affairs of the Republic of Kazakhstan.
By Decree of the President of the Republic of Kazakhstan No. 1416 dated August 5, 2004, he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Malaysia (2004-2009) and since 2005, concurrently in the Republic of Indonesia, Brunei Darussalam and the Republic of the Philippines.
In 2009, he was transferred to the position of Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Swiss Confederation and concurrently to the Principality of Liechtenstein, the Vatican State, as well as the Permanent Representative of the Republic of Kazakhstan to the UN Office and other international organizations in Geneva. In 2015, he was accredited as the Ambassador of the Republic of Kazakhstan to the Sovereign Military Order of Hospitallers of St. John of Jerusalem, Rhodes and Malta, concurrently. From 2016 to 2019 – First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. In September 2019, he was appointed to the post of Minister of Foreign Affairs of the Republic of Kazakhstan. Before his appointment as Ambassador of Kazakhstan to Austria, from January 2021 to April 2023, he was Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan. Has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
