Erlan Tynymbaiuly Karin is a сandidate of Political Sciences, PhD graduate of the Department of Political Science, Faculty of Philosophy and Political Science, at al–Farabi Kazakh National University. He defended his PhD thesis on the topic "Internal political aspects of political security of Kazakhstan" in 1999. He is the candidate of Political Sciences.
Erlan Tynymbaiuly was born on May 26, in 1976 in the village of Aksu, Sayram district of Turkestan region. He graduated from the faculty of History of Aktobe State University Zhubanov, specialty "history and geography" in 1996. He worked as a teacher at the university. He actively collaborated with the press during his studies, was the editor-in-chief of the newspaper Aktobe University, a political columnist for the newspapers “Range” etc.
Since 1996, he has been a teacher of history and geography at secondary school in Aktobe. Since March 1998, he has been an employee of the Center for Political Studies of the Institute of Development of Kazakhstan, Deputy Director of the Institute of Russia and China.
Since July 2000, he has been Director of the Central Asian Political Research Agency.
Since 2002 – Freelance Advisor of the Prime Minister of the Republic of Kazakhstan.
Since 2003 – First Deputy Chairman of the Republican Party “Asar”, Director General of the International Institute of Modern Politics.
Since June 2004, he has been the head of the Center for Anti – Terrorist Programs.
Since May 2006, he has been an advisor of the major of Mangystau region on political issues.
Since February 2008 – Head of the Department of Internal Policy of the Administration of the President of the Republic of Kazakhstan.
Since November 2008 – Secretary of the “Nur Otan” party for strategic development.
Since December 2013, he has been visiting professor at the American University in Washington (USA).
Since October 2014 – Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan.
Since February 2017 – Chairman of the Management Board of JSC National channel “Kazakhstan”.
From April 2019 to July 2020 – Advisor of the President of the Republic of Kazakhstan.
Since July 2020 – Assistant of the President of the Republic of Kazakhstan.
On January 5, 2022, by Presidential approvement, he was appointed Secretary of State of the Republic of Kazakhstan.
On June 14, 2022, by Presidential approvement, he was appointed as State Adviser of the Republic of Kazakhstan.
He was awarded “Kurmet” (2010), “Dostyk” II degree (2019), “Barys” II degree (2022), jubilee medals “20 years of the Armed Forces of the Republic of Kazakhstan” (2012), the medal "25 years of the prosecutor's Office of the Republic of Kazakhstan" (2016), the medal of the National Security Committee of the Republic of Kazakhstan “For contribution to national security” (2019).
He is the author of books as: “Soldiers of the Caliphate: Myths and Reality” (2014), “Between ISIS and Al-Qaeda: Central Asian militants in the Syrian War” (2017), co-authored with Jacob Zenn, “Balbaltas.
