S.T. Seidumanov was born on February 15, 1957 in Almaty. He graduated from secondary school No. 9 in Dzhambul, in 1974 he entered the Moscow Institute of Chemical Engineering, in 1979 he received a specialty as an engineer in automation of chemical-technological processes, was sent to the Komsomol shock construction at the Novo-Dzhambul Phosphorus Plant, where he began his career as a shop floor manager No. 12. From 1980 to 1988. worked in Komsomol bodies, was secretary of the Komsomol committee of the plant, head. sector of the Dzhambul regional committee of the Komsomol, second secretary of the Dzhambul city committee, responsible organizer, head. department of the Central Committee of the Komsomol, first secretary of the Taldy-Kurgan regional committee of the Komsomol, worked as a consultant to the Central Committee of the Communist Party of Kazakhstan, chairman of the Almaty regional and city organization of the Social Party of Kazakhstan.
In 1982-1984 he graduated from the Komsomol Higher School with a degree in Political Science. In 1991, after completing his postgraduate studies at the Academy of Social Sciences of the Central Committee of the CPSU (1988-1991), he defended his PhD thesis in sociology and became the first candidate of sociological sciences in Kazakhstan. In May 1998, he defended his doctoral thesis at the Al-Farabi Kazakh National University and received the academic title of Doctor of Sociological Sciences.
From April 1992 to January 1997 and from September 2002 to February 2006. worked in the Presidential Administration: senior assistant, head of sector, deputy head of the Information and Analytical Center, head of the Executive Secretariat of the Assembly of the People of Kazakhstan, chief inspector, deputy head of the Department of Internal Policy, head of the Department of Public and Press Relations, First Deputy Head of the Socio-Political Department.
He was Deputy Minister for Youth Affairs, Tourism and Sports, Director of the Department, Chief of Staff of the Ministry of Education, Culture and Sports, General Director of the Krau JV, Director of the Information and Analytical Center of the Parliament.
From 2006 to 2013 – Deputy Akim of the city of Almaty, 2013 to 2021 Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan of the VI convocation.
In government agencies S.T. S.T. Seidumanov is a member of the Human Rights Commission under the President of the Republic of Kazakhstan, the Presidium of the International Fund D.A. S.T. Seidumanov has been working in the field of education and science for more than 30 years, of which he has been in various leadership positions in the field of education for more than 21 years. In 1997, he became the head of the apparatus of the Ministry of Education, Culture and Sports, and for 11 years oversaw the field of education and science in the Presidential Administration and the Akimat of the city of Almaty.
Currently S.T. Seidumanov works on the boards of trustees of well-known universities and systems in Kazakhstan: he is the chairman of the Board of Trustees of the University "Turan", a member of the Board of Trustees of the University "AlmaU", a member of the Board of Trustees of "SOS Children's Villages of Kazakhstan" and the National Scientific and Pedagogical Educational Center "Bobek".
