The initiator of the opening of a dissertation council for the defense of dissertations for the degree of Doctor of Political and Sociological Sciences at the Eurasian National University named after L.N. Gumilyov. Founder and president of the Association of Sociologists of Kazakhstan, vice-president of the Union of Sociologists of Turkic-Speaking Countries. President of the Academy of Sociologists of the Republic of Kazakhstan. Honorary Professor at Istanbul University. Awarded the “Kurmet” and “Barys” orders.

Born on April 8, 1960 in Aktyubinsk. Graduated from the Alma-Ata Institute of National Economy (1980) and graduate school at Kazakh State University named after S.M. Kirov (1985). He worked as an engineer-economist at the Council for the Study of Productive Forces of the Academy of Sciences of the Kazakh SSR, a senior teacher, and an associate professor at Kazakh State University. In 1987-1988 completed a scientific internship at the University of London in the UK. In 1991-1992 – Head of the Department of Sociology and Political Science at the Institute for Advanced Training of Teachers of Social Sciences at Kazakh State University. Since 1992 M.M. Tazhin worked in the Office of the President and the Cabinet of Ministers of the Republic of Kazakhstan: first deputy head, head of the Department of Internal Policy; Deputy Chief of Staff of the President of the Republic of Kazakhstan - Head of the Information and Analytical Center. In 1994-1995 – State Advisor to the President of the Republic of Kazakhstan. In 1995-1999 – Deputy Head of the Administration of the President of the Republic of Kazakhstan – Head of the Center for Analysis and Strategic Research. In 1999-2001 – Assistant to the President of the Republic of Kazakhstan on National Security Issues – Secretary of the Security Council of the Republic of Kazakhstan. In 2001, he headed the National Security Committee of the Republic of Kazakhstan. In 2002 - Assistant to the President of the Republic of Kazakhstan on National Security Issues - Secretary of the Security Council of the Republic of Kazakhstan.

Edited by M.M. Tazhin wrote and published the first sociology textbook in Kazakhstan in the Kazakh language. MM. Tazhin laid the theoretical foundations of regional sociology of Kazakhstan. In his works, he gives the concept of a region as a territory of a country characterized by approximately the same natural and climatic conditions, as well as its inherent direction of development of productive forces, based on the combination of a complex of natural resources coupled with the existing social, industrial and material and technical infrastructure. He belongs to the classification of types of regions according to the parameters of socio-economic development: energy and weapons funds, according to the share of physical and mental, manual and mechanical, skilled and unskilled labor; on social infrastructure; according to human development indicators; and related differences in the political behavior of the population of each individual region.

The significant contribution of M.M. Tazhin in the process of institutionalization of sociology in our country is primarily associated with issues of organizing and conducting applied research. The development of sociology, he argues, cannot be understood outside the general context of the development of the empirical part of the discipline. On the initiative of Marat Muhanbetkazievich, the Association of Sociologists of Kazakhstan was created - a professional association of scientists with a socio-humanitarian orientation, the main backbone of which is scientists from Al-Farabi Kazakh National University. With his support, a new intercountry association arose - the Union of Sociologists of Turkic Countries, which consolidates the cooperation of Kazakhstan with the world sociological community and, in particular, with the sociological community of the Turkic world.
