Deputy of the Senate of the Parliament of the Republic of Kazakhstan (2020),Altynbek Nukhuly, born on June 10, 1962, in the K.I. Satpayev State Farm in Bayanaul district of Pavlodar region, is the Rector of Pavlodar State Pedagogical University(2015-2020), Doctor of Chemical Sciences (1995), Professor (1998), Academician of the International Engineering Academy (2010), National Academy of Natural Sciences (2010), National Academy of Engineering Sciences (2010), Chairman of the Pavlodar Branch of the Engineering Academy of the Republic of Kazakhstan, laureate of the K.I. Satpayev First Degree Prize (2007), honorary worker of education of the Republic of Kazakhstan (2001). He is a member of the Union of Journalists of Kazakhstan.
After graduating with distinction from S.M. Kirov Kazakh State University in 1984, he worked at the Department of Physical Chemistry and Electrochemistry until 1999, progressing from laboratory assistant to professor. In 1990, A. Nukhuly defended his candidate dissertation in Physical Chemistry, and in 1993, he was awarded the academic title of Associate Professor. In 1995, he successfully defended his doctoral dissertation on the topic "Thermodynamics of unitiol and unitiolate complexes of some metals of the IV, IIB, IIIA, IVA groups of the periodic table." In 1998, he was awarded the academic title of Professor.
From 1997 to 1999, while serving as a professor at the Department of Physical Chemistry and Electrochemistry at Al-Farabi Kazakh National University, he headed the laboratory of "Thermodynamics and kinetics of homogeneous and heterogeneous processes." Under the guidance of A. Nukhuly, 4 candidate and one doctoral dissertations were prepared and defended. The scientific direction of Professor A. Nukhuly's work is related to the study of topical issues in the field of physical chemistry - thermodynamics and thermochemistry of complex formation reactions of sulfur-containing compounds with ions of various metals used in various fields of science and technology. Based on established regularities, optimal conditions for the synthesis of new complex compounds have been developed, which possess antiviral and antitumor activity. The results of the work are aimed at finding new highly effective means of treating "disease of the century" - oncological diseases. Synthesized new compounds by A. Nukhuly inhibit the growth of malignant tumors by 60 to 90%.
Another area of A. Nukhuly's scientific interests is the thermodynamics of high-temperature processes, in particular, new technologies for obtaining import-substituting refractory products have been developed with his participation. The results of this research are reflected in collective monographs "Self-propagating high-temperature synthesis of new refractory materials" and "Refractory SIC materials and their application in metallurgy."
A. Nukhuly successfully combined scientific research and teaching activities. For 10 years, he lectured on the main theoretical course "Physical Chemistry" at the Faculty of Chemistry of Kazakh State University. He is one of the authors of a series of Russian-Kazakh terminological dictionaries (a total of 31 volumes), including dictionaries on chemistry (13th volume), mining and metallurgy (19th volume), approved by the State Terminological Commission under the Government of the Republic of Kazakhstan. He is the author of more than 400 works (4 monographs, 5 textbooks and teaching aids, 20 patents and author's certificates for invention, 213 articles, 6 Russian-Kazakh terminological and explanatory branch dictionaries, 8 methodological developments, and 33 conference abstracts), including about 150 publications on socio-political and cultural-enlightenment topics in republican newspapers and magazines. A. Nukhuly was the chief editor of the scientific journals "Science and Technology of Kazakhstan" and "Bulletin of the Association of Economists of Kazakhstan." He is the author of the multi-volume "Bayanaul presentation", which became one of the landmark projects for the entire Pavlodar Irtysh region, the deputy editor of the first "Encyclopedia of the Pavlodar Region."
He is an active promoter of the construction of the Alley of Memory in front of the Pavlodar State University named after S. Toraygyrov, where busts of outstanding sons of Pavlodar Irtysh region are installed. Working as the rector of several universities (Multidisciplinary Humanities and Technical University in Karaganda, Pavlodar State University, PGPI), A. Nukhuly has shown himself as a skilled organizer, initiative and literate leader, managed to raise the image of universities not only in the regions but also in the republic. Pavlodar State Pedagogical University under the leadership of A. Nukhuly has achieved significant success. It ranks second among pedagogical universities in the national ranking. For the first time in the history of the university, a record number of students were admitted on state educational grants, a preparatory department was opened at the expense of the state order for persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan.
In anticipation of the 55th anniversary of the university, within the framework of the "Rukhani Zhangyru" program, under the editorship of A. Nukhuly, 27 books were published.
Significantly changed the appearance of the pedagogical university, four new buildings appeared, which housed scientific and educational centers, including the Regional Archaeological Complex named after A. Margulan and the reconstructed Sultanbet Sultan's house, created as part of the implementation of the "Rukhani Zhangyru" program. The main achievement of 2017 is the change in the status of the educational institution: by the resolution of the Government of the Republic of Kazakhstan dated December 29, 2017, the Pavlodar State Pedagogical Institute was renamed the Pavlodar State Pedagogical University. A. Nukhuly was awarded jubilee medals, breast badges "For services to the development of science of the Republic of Kazakhstan" and "Y. Altynsarin", Honorary Diplomas of the Pavlodar Regional and City Maslikhats, the akim of the Pavlodar region and the gold medal named after A. Baitursynov.
