T.Balykbaev was born on August 10, 1957 in the village of Komsomol, Talas district, Zhambyl region. After graduating from high school in 1975, he entered the Faculty of Mathematics of Kazakh State University named S.M.Kirov and graduated with honors in 1980.
In 1982, T.Balykbaev entered graduate school at Moscow State University and completed it in 1985. At Moscow State University, he defended his dissertation for the degree of candidate of physical and mathematical sciences on the topic “On a class of lacunary orthonormal systems” (1986).
After graduating from graduate school, he returned to Kazakh State University and in 1985-1994 worked as an assistant, senior lecturer and associate professor of the Department of Mathematical Analysis, deputy dean of the Faculty of Mathematics. In 1990-1993 – Chairman of the trade union bureau of the Faculty of Mathematics.
At the Almaty State University named after Abay, he defended his dissertation in 2003 for the degree of Doctor of Pedagogical Sciences on the topic “Theoretical and methodological foundations of the information model for the formation of the university student population.”
Since 1994 he worked as deputy director of the Republican Testing Center, in 1995-1996 – head of the testing laboratory of the Republican Center for New Technologies in Education. From February 1998 to May 1999 – head of the sector of the Ministry of Education, Culture and Health, then the Ministry of Education and Science of the Republic of Kazakhstan. From May 1999 to September 2001 – Deputy Director of the Republican Testing Center, Chief Project Manager of the National Center for State Standards of Education and Testing. During this period, he introduced a testing system for entrance exams to universities. He was one of the creators of the New Model for the formation of the student population of universities in the Republic of Kazakhstan, the basic principles of which are still applied in the country’s higher education system.
From October 2001 to June 2003 he was vice-rector of the Kazakh National Agrarian University. As deputy chairman of the educational and methodological council of agricultural universities, he participated in the creation of state education standards and curricula.
From June 25, 2003 to February 14, 2007, he worked as director of the National Center for State Standards of Education and Testing of the Ministry of Education and Science of the Republic of Kazakhstan. Under the leadership of T.Balykbaev created a test for knowledge of the Kazakh language “KazTest”.
From February 14 to September 22, 2007 T.Balykbaev was the chairman of the Committee for Supervision and Certification in the Field of Education and Science. During his time as chairman of CSCEES, he led the work on organizing licensing, state certification of higher educational institutions, organizing and conducting UNT and ISC, certification of scientific and scientific-pedagogical personnel, optimization of the network of universities and their branches. As a result of the measures taken, the network of universities and branches in the country was reduced by 36 universities and 58 branches, respectively. The basis of the national university accreditation system was also created, and the main provisions of new requirements for dissertations and dissertation councils were developed.
Since September 28, 2007 – president of the Kazakh Academy of Education named after Y.Altynsarin, and since August 6, 2008 – president of the National Academy of Education named after Y.Altynsarin of the Ministry of Education and Science of the Republic of Kazakhstan.

Research interests: pedagogical measurement, testology, informatization of education, comparative pedagogy and educational management.
