Ryskul Oinarov was born on February 26, 1947 in the village of Kul-Aryk (now the village of Akhtan Batyr of the aul district of Kolaryk) of the Kazalinsky district of the Kyzylorda region.

In 1964, he graduated from high school in the village of Soltrest (now Zhaksykylysh) and entered the Faculty of Mechanics and Mathematics of S.M.Kirov Kazakh State University.

In 1969, Ryskul graduated with honors from Kazakh State University.

In 1972, he worked at the Kazakh State University of Mechanics and Mathematics Faculty as an assistant in the department of mathematical analysis, then as a senior engineer at the laboratory of the Institute of Mathematics and Mechanics of the Academy of Sciences of the Kazakh SSR.

Since November 1979, Ryskul Oinarov became an employee of the Applied Analysis laboratory of the Institute of Mathematics and Mechanics of the Academy of Sciences of the Kazakh SSR. Here he worked for more than 20 years, rising from a senior engineer to the head of a laboratory, having done a lot for the development of Kazakh mathematics.

In 1981, R.Oinarov defended his candidate's dissertation “Continuity and Lipschitz property of nonlinear integral operators of Urysohn type,” and in 1994 – doctoral dissertation “Weighted estimates of integral and differential operators.”

Thanks to the results of R.Oinarov on the theory of weighted estimates of integral operators, the terms “Oinarov kernel” and “Oinarov condition” entered the world mathematical literature.

In 2005-2006 the Kazakh team led by R.Oinarov won a grant from the INTAS international program “Function spaces and applications to partial differential equations”, and the professor led the topic “Weighted inequalities for differential and integral operators and interpolation of function spaces”.

Academician R.Oinarov is a member of the editorial board of the international scientific journals “Journal of mathematical inequalities” with a high impact factor, “Advances in Inequalities and Applications”. He is one of the first organizers of the publication of the scientific journal “Eurasian mathematical journal”.

Under his leadership, two doctoral theses, 11 PhD theses, 15 candidate theses and more than 50 master's theses were defended, including six PhD theses at the Luleå University of Technology (Sweden) and two PhD theses at the University of Padua (Italy).

R.Oinarov is the author of about 100 original scientific works (of which about 20 were published abroad), a member of the editorial board of the journal “Bulletin of L.N.Gumilyov ENU", "Eurasian Mathematical Journal", member of the Academic Council of L.N.Gumileva ENU.

Professor R.Oinarov was awarded the badge “For Merit in the Development of Science of the Republic of Kazakhstan”, the badge “Honorary Worker of Education of the Republic of Kazakhstan”, the Certificate of Honor of the President of the Republic of Kazakhstan, and the Order of “Kurmet”.
