30 april, 2024

Kairat Kaiyrbekovich Lama Sharif met the first days of independence of our republic in the foreign language editorial office of the republican publishing house "Rauan", where he dealt with the issues of publishing printed publications in Kazakh and Arabic, as well as the popularization of Islam in the young state. Knowledge acquired at the Faculty of Oriental Studies of KazNU named after al-Farabi, language internship at the University of Jordan (1984-1985), translation work in South Yemen (1986-1989), participation in the Sister Cities Festival in Morocco (1990), regular meetings of the Islamic Bank developments in Libya and Saudi Arabia (1992) were useful to Kairat Lama Sharif when entering the diplomatic service at the Ministry of Foreign Affairs of the Republic of Kazakhstan, where he began as the third secretary of the Consular Department. Having gone through all stages of my diplomatic career, having seven years of experience at the Embassy of Kazakhstan in Egypt, ten years ago he was appointed head of the department, then head of the department and deputy director of the Asia and Africa department.

In 2003, he completed advanced training courses for Ambassadors Extraordinary and Plenipotentiary and heads of structural units of the Ministry of Foreign Affairs of the Republic of Kazakhstan at the Diplomatic Academy. Working in responsible positions in the Ministry of Foreign Affairs and the foreign policy center of the Administration of the President of Kazakhstan, Kairat Lama Sharif was directly involved in the development and implementation of conceptual approaches to the foreign policy of the republic, in the process of developing relations with Muslim and Arab countries and international regional organizations in Asia and Africa. He took part in organizing mutual visits of senior and high-level leaders of the Republic of Kazakhstan and a number of Arab states. Excellent knowledge of the Kazakh and Arabic languages enabled K. Lama Sharif to participate as a simultaneous interpreter in a number of meetings of heads of state.

In January 2006, Kairat Lama Sharif was appointed Consul General of Kazakhstan in Dubai, and in July of the same year - Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Saudi Arabia, Permanent Representative of our country in the Organization of the Islamic Conference. The first Ambassador of Kazakhstan to the Arab countries of the Persian Gulf, Baghdad Amreev, in his book “Kazakhstan and Saudi Arabia” conditionally divided the formation and development of Kazakh-Saudi relations into three main stages. The first stage - the presentation period, reflects the processes of establishing the first official contacts, establishing direct connections between the leadership and the foreign policy departments of the two countries. The second stage is the period of formation of cooperation between the Republic of Kazakhstan and KSA in the political, trade, economic, cultural and humanitarian fields.

According to this scheme of periodization of the evolution of Kazakh-Saudi relations, Ambassador Kairat Kaiyrbekovich fell into the third period - the stage of transition to partnership relations between the two countries. Kazakhstan has become the main partner of Saudi Arabia in Central Asia.

In addition, in June 2007, the Head of State appointed Kairat Lama Sharif as the Ambassador of Kazakhstan to the State of Kuwait part-time, in January 2008 - in the Sultanate of Oman and in March 2009 - in the Kingdom of Bahrain. A qualitatively new level has been defined in bilateral relations with the Arab countries of the Persian Gulf - strengthening and filling cooperation with practical content, searching and identifying new directions. In his daily activities, Kairat Kaiyrbekovich pays a lot of attention to issues of multifaceted interaction between Kazakhstan and leading member countries of the Arab Gulf Cooperation Council. Conducting days of culture of Kazakhstan, business forums, meetings, business councils and intergovernmental commissions, as well as organizing mutual visits of representatives of business elites and leaders of various regions, attracting investments from wealthy Arab Gulf countries into the economy of Kazakhstan - this is only part of the work carried out by K. Lama Sharif as Ambassador. The achievements of Kazakh diplomacy include the participation of the heads of foreign affairs of Saudi Arabia and Kuwait, as well as the Secretary General of the OIC in the international conference “Common Peace: Progress through Diversity”, active support of Saudi Arabia and the World Islamic League, the initiative of President N.A. Nazarbayev on convening and holding congresses of leaders of world and traditional religions.

Kairat Lama Sharif as Permanent Representative of Kazakhstan in the OIC is the conductor of the idea of the Head of State to chair Kazakhstan in this authoritative Muslim organization in 2011, which really strengthened the position of the republic in the Muslim community and strengthened the progressive development of bilateral relations with the leading member states of the OIC.

The upcoming chairmanship of the Republic of Kazakhstan in the Organization of the Islamic Conference in 2011 is intended to become a qualitatively important event and a stage in the further strengthening of the political authority of the Republic of Kazakhstan in the international arena. It is necessary to note the historical importance of this event - the Council of Foreign Ministers of the OIC will be held for the first time in the Central Asian region, and the leadership in organizing such a large-scale international event belongs to Kazakhstan.

Holding the OIC Foreign Ministerial Council in Astana will be a natural and useful continuation of our country’s multilateral diplomacy after its chairmanship in the OSCE in 2010, and will also strengthen the political authority of Kazakhstan in the world in general and the Muslim community in particular, and provide support for our country’s foreign policy initiatives; strengthen the position of the Republic of Kazakhstan in the activities of the OIC, make maximum use of the economic and investment potential of the OIC member countries, develop trade and economic partnership, and form new forms of cooperation in this area; expand cultural, scientific and technical interaction with the Muslim world.

K. Lama Sharif, interacting with the Ministry of Foreign Affairs of Saudi Arabia and the OIC achieved the inclusion of a Kazakh diplomat in the staff of the OIC General Secretariat and the opening of a Consulate in Jeddah, which significantly improved the situation in ensuring the stay and protection of the interests of thousands of Kazakh citizens-pilgrims who annually perform the Hajj to the holy Muslim cities of Mecca and Medina. With his direct participation, many of the problems faced by Kazakh pilgrims during the Hajj were resolved. Thanks to the books and brochures he published, frames devoted to this topic, citizens of Kazakhstan were able to become more familiar with the relevant rites and requirements for undergoing sacred rituals.

Being one of the recognized Arabic philologists of Kazakhstan, Kairat Lama Sharif published a Reader of the Arabic language (2004) and “Kazakh-Arabsha Tilashar” (“Kazakh-Arabic phrasebook” (2005). He is co-author of the book “Kazakhstan and the Countries of the World” (2006).

Nazarbayev "Kazakhstan's way", “The Constitution of the Republic of Kazakhstan”, book “N. Nazarbayev is a founder of the Kazakh model of interethnic and interfaith harmony,” K. Tokayev’s books “Diplomacy of the Republic of Kazakhstan” and “Light and Shadow.”

In order to acquaint Arab readers with Kazakhstan, its achievements over the years of independence, Kairat Lama Sharif published in Arabic the books “Kazakhstan - the pearl of Central Asia”, “Kazakhstan model of economic development”, “Kazakhstan in figures and facts”, “Kazakhstan is a multinational country” " and "Kiiz uy - the home of the Kazakh

nomads." The merits of the head of the regional foreign institution of the Republic of Kazakhstan, Kairat Lama Sharif, were awarded the following medals: “10 years of the Constitution of the Republic of Kazakhstan” (2005) and “10 years of Astana” (2008), “Eren enbegi ushin” (2008).

The Kazakhs have a proverb: “Kop bilgennen surama – kop korgennen sura.” This proverb can rightfully apply to Kairat Kaiyrbekovich. He not only knows a lot, but has also seen a lot. Life experience and the hardening acquired in the civil service give him the opportunity to effectively manage the Embassy team and direct the efforts of young diplomats to solve the current and important goals and tasks assigned to them.
