Review of current issues in constitutional development
International scientific-practical conference "Constitutional development of Kazakhstan as a democratic and constitutional state" was held on the occasion of the Republic Day within the framework of the celebration of the 90th anniversary of the Kazakh National University named after Al-Farabi.
The conference was dedicated to the memory of Academician of the National Academy of Sciences of the Republic of Kazakhstan, Professor Sultan Sartayev, who made an invaluable contribution to the development of sustainable development of Kazakh society, constitutional foundations of the Republic of Kazakhstan and creation of an effective system of public administration.
The conference was attended by leading scientists of Kazakhstan and abroad, representatives of state bodies of the Republic of Kazakhstan, international and national experts, representatives of civil society, human rights organisations, teachers and students of universities, representatives of mass media.
The purpose of the conference is to discuss current issues of constitutional development of Kazakhstan as a democratic, legal, secular and social state.
Opening the event, Erkin Duisenov, Vice-Chairman of the Board of Directors and First Vice-Rector of KazNU, noted the importance of the scientific conference, which is being held as part of the implementation of the UN Sustainable Development Goals aimed at building a peaceful, open and democratic society.
The conference will address issues related to the further development of Kazakhstan as a democratic, legal, secular and social state. In his writings, Academician Sultan Sartaev developed the idea of Kazakhstan's sovereignty, raised the issues of developing the state language, creating an effective mechanism for the protection of human rights and sustainable institutions of state governance at the highest level', - said First Vice-Rector E. Duisenov.
The first document that laid the foundation for Kazakhstan's statehood is the Declaration "On State Sovereignty of the Kazakh SSR". It was adopted by the Supreme Soviet on 25 October 1990.
In the declaration, one of the main tasks was to revive and develop the Kazakh language and the national spirit of the Kazakh people. Academician Sultan Sartaev was one of the authors of the declaration.
The plenary session was also addressed by Igor Rogov, Chairman of the Human Rights Commission under the President of the Republic of Kazakhstan, Professor Unzila Shapak, Deputy of the Majilis of the Parliament of the Republic of Kazakhstan, Aizhan Zhatkanbaeva, Judge of the Constitutional Court of the Republic of Kazakhstan, Doctor of Law, Alibek Temirbekov, former member of the Constitutional Council of the Republic of Kazakhstan, Doctor of Law, Sofia Ushurova, Secretary General of the Working Council for the Promotion of Educational Cooperation in China and Central Asia, Professor of the Law School of Xi'an Jiaotong University, Head of the Department of the Agency of the Republic of Kazakhstan for Education and Science of the Republic of Kazakhstan.
It should be noted that during the difficult period of independence, outstanding lawyers of Kazakhstan, academicians Salyk Zimanov and Sultan Sartaev raised the issue of formation of a new independent legal consciousness. Speeches, statements, works of outstanding personalities of Kazakh jurisprudence had and still have a great influence on the formation of the legal basis of independent Kazakhstan.
The participants of the conference also discussed the ideas of the scientist S. Sartayev on the sovereign state of the Republic of Kazakhstan, considered the issues of theory and practice of constitutional development of Kazakhstan in modern conditions, legal initiatives of the head of state aimed at ensuring peaceful development of Kazakhstan in the global space.
The conference was organised by Al-Farabi KazNU, Department of Theory and History of State and Law, Constitutional and Administrative Law, Faculty of Law.
