The digital transformation of financial legislation is considered
The Al-Farabi Kazakh National University hosted the international scientific and practical conference "Strategic Problems of Financial Legislation development in the context of digital transformation", organized by the Department of Customs, Financial and Environmental Law of the KazNU Faculty of Law.
The event was held within the framework of the message of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev "Kazakhstan in the era of artificial intelligence: current challenges and their solutions through digital transformation".
At the opening of the conference, Deputy Chairman of the Board – First Vice–Rector of KazNU Yerkin Duissenov delivered a welcoming speech, noting that the Head of State had set not just an ambitious, but a strategically significant task - to ensure the full digitalization of the country. "Recently, the President of Estonia visited Kazakhstan together with the rectors of all Estonian universities. During the visit, a cooperation agreement was signed with Tallinn University of Technology. Today, Estonia, with a population of only 1 million 800 thousand people, ranks first in the European Union in terms of digital governance. Countries such as France, Germany and others send their specialists to study in Estonia. If we can achieve the task set by the Head of State, Kazakhstan will make a significant breakthrough in socio-economic development",- the first Vice–rector emphasized.

The Dean of the Faculty of Law of KazNU, Professor Ualikhan Akhatov, in his speech, spoke about the dynamic development of the FinTech industry and its impact on the transformation of financial legislation. He stressed that Kazakhstan currently ranks 36th among 176 countries in terms of digitalization, and provides citizens with more than 92% of public services in digital format. These indicators indicate that the digital transformation in our country is being carried out systematically.

In addition, leading experts from Kazakhstan and foreign countries made presentations. Guldana Kuanalieva, Head of the Department of Customs, Financial and Environmental Law at KazNU, Doctor of Law, spoke about the problems of legal regulation of digital banking, Amanlyk Gulimov, Doctor of Law at Berdakh Karakalpak State University, discussed issues of human rights, public law and governance. Thomas Hoffmann, Associate Professor at Tallinn University of Technology, shared the experience of European countries in the development of digital legislation, and Professor at Gdansk State University (Gdansk, Poland) Edvardas Juhnevicius presented a report on the taxation of robots. Presentations by other participants of the conference were also heard.


Following the conference, the participants noted the importance of developing an adaptive legal infrastructure capable of ensuring the sustainable development of the financial system in the context of rapid digitalization. Special attention was paid to the role of scientific research in the formation of effective regulatory solutions. It was decided to strengthen expert ties between the scientific community, government agencies and industry, as well as to develop joint research and educational initiatives in the field of digital law and economics.
