Master’s and PhD Students and Academic Staff of the Faculty of Physics and Technology Participated in a Webinar on Educational Grant Service Obligations. SDG 4 and SDG 8
On December 24, Master’s students, PhD candidates, and academic staff of the Faculty of Physics and Technology took part in an online webinar organized by the Office of Professional Development and Career of Al-Farabi Kazakh National University. The event was dedicated to issues related to the mandatory service obligation under the state educational grant for students completing their studies in the current semester.
During the webinar, participants received clarifications on the following key issues:
- procedures and conditions of mandatory grant service;
- categories of graduates and young specialists subject to the service obligation;
- possible grounds for exemption from service, deferment, or extension of the service period;
- frequently asked questions by graduates and practical recommendations on further steps after graduation.
❗ Please note that graduates and students who have completed their studies under the state educational grant are required to complete a three-year mandatory service period. This obligation is regulated by:
- the Law of the Republic of Kazakhstan “On Education” (Article 47, paragraphs 17–17.4);
- Order No. 403 of August 11, 2023 of the Acting Minister of Science and Higher Education of the Republic of Kazakhstan, Rules for Grant Service Obligations.
According to the materials presented during the webinar, the service period lasts three years and is monitored by JSC “Financial Center”. The conditions of grant service for Bachelor’s, Master’s, and PhD graduates, including those studying under state and targeted grants, as well as the list of organizations eligible for employment, were also explained.
Special attention was paid to categories of individuals exempt from mandatory service and cases in which deferment may be granted, including continuation of studies, maternity leave, and compulsory military service.
The webinar contributed to enhancing the legal and professional awareness of students and aimed at fostering a responsible and informed approach to fulfilling obligations under the state educational grant.

The event contributes to the achievement of the following United Nations Sustainable Development Goals:
- SDG 4 — Quality Education: ensuring equal access to information and supporting graduates during the transition to professional employment;
- SDG 8 — Decent Work and Economic Growth: facilitating the employment of young specialists and their integration into the labor market.
The Faculty of Physics and Technology recommends that all Master’s and PhD students completing their studies carefully familiarize themselves with the regulatory requirements and actively participate in such informational and advisory events.
