The Draft Constitution of the Republic of Kazakhstan: Institutional Reforms and Public Dialogue
The Constitution of the Republic of Kazakhstan is the supreme law with the highest legal force throughout the country, defining the foundations of the political, legal, and economic systems of the state. Every citizen must know and respect its provisions.
The current Constitution of the Republic of Kazakhstan was adopted through a nationwide referendum on August 30, 1995, and has made a significant contribution to the formation and development of the independent state.
On August 30, 2025, the Constitution of Kazakhstan marks its 30th anniversary. Over this period, substantial changes have taken place in public life, creating the need to modernize the system of public administration aimed at democratizing political processes and expanding citizens’ participation in governance.
In particular, the reforms envisage the establishment of a new unicameral Parliament — the Kurultai — consisting of 145 deputies with expanded powers, the creation of a new platform for nationwide dialogue, the People’s Council of Kazakhstan, and the introduction of the institution of Vice President. These conceptual amendments to the Constitution of the Republic of Kazakhstan are intended to improve the quality of life of citizens, ensure their rights and freedoms, and take public opinion and needs into account in decision-making processes.
As a Professor of the Department of Management at Al-Farabi Kazakh National University, I would like to note that the new version of the Constitution for the first time enshrines provisions for the protection of citizens’ rights in the digital environment. Special attention is also given to education and science, culture, and innovation.
President of Kazakhstan Kassym-Jomart Tokayev has emphasized that the future of the state is determined not by mineral resources or natural wealth, but by human capital and the achievements of its citizens. Any amendments to the Constitution, even the smallest ones, must be introduced exclusively through a referendum.
A referendum is a vital element of democracy that enables citizens to participate in public governance. The future of Kazakhstan depends on each of us.
