My Vision of the Updated Constitution of Kazakhstan

The initiative for constitutional reform in Kazakhstan was closely linked to the course set by the President of the Republic of Kazakhstan, K. K. Tokayev, aimed at modernizing the political system, including the idea of establishing a unicameral parliament. This step was driven by the need to create an effective governance model capable of ensuring sustainable socio-economic development.

During the work of the Constitutional Commission, amendments were introduced to approximately 84 percent of the provisions of the Basic Law. Particular emphasis was placed on the protection of human rights and digitalization. Notably, the updated Constitution for the first time enshrines the protection of citizens’ rights in the digital space at the constitutional level, reflecting the realities of an evolving information society.

Public discussions of the reform continued for six months, resulting in a clear definition of the content of the new constitutional provisions. The involvement of 130 representatives from various sectors in the commission’s work strengthened public confidence in the legality and soundness of the proposed changes. In a period of social and political instability, society closely monitored the commission’s activities, as the future of the state directly depended on these decisions.

For society, stability and security remain fundamental values. From this perspective, prioritizing the development of human capital and improving citizens’ well-being in the updated Constitution is a strategically justified and timely decision.

Initiatives such as the introduction of a unicameral kurultai, the development of new formats of nationwide dialogue, and the establishment of the vice-presidential institution enhance the innovative nature and significance of the Constitution. The effectiveness of these reforms will ultimately be demonstrated over time.

Overall, timely reform of political and economic systems reflects the state’s responsibility for the future of society and its commitment to effective governance.
