SUBSTANTIVE LECTURE BY A KAZNU SCHOLAR FOR CIVIL SERVANTS
From February 25 to 27, 2026, the Academy of Public Administration under the President of the Republic of Kazakhstan held a seminar on “Public Speaking and Oratory Skills.”
The event was attended by civil servants of all ranks from Astana and various regions across the country. Participants were offered a comprehensive program aimed at mastering the linguistic norms of public speaking and oratory art, as well as developing effective, systematic, and logical presentation skills using methods and techniques characteristic of public speech.
At the seminar, Deputy Rector for Academic Affairs of the Academy, Associate Professor and Doctor of Philological Sciences Elмира Orazalieva delivered a report titled “Features of the National Communicative Culture.”
Professor Kuralay Uzbekovna Aitmukhametova, from the Language Competency Development Department and a candidate of philological sciences, presented on “Linguistic and Communicative Norms of Speech Culture,” discussing in detail issues of speech accuracy, expressiveness, purity, and richness, and providing comprehensive information. She also offered practical advice on topics such as “Political Discourse: 10 Steps to Preparing a Speech,” “Methods of Forming a Politician’s Image through Speech Culture,” and “Political Discourse: 16 Parameters for Analyzing Oratorical Speech.”
Suiyerkul Botagoz Myrzabaikyzy, an Associate Professor-Researcher at the Department of Turkology and the History of Eastern Countries of the Faculty of Oriental Studies at Kazakh National University named after Al-Farabi, who was specially invited to the seminar, read a lecture on “The Linguistic-Cognitive Function of Proverbs and Sayings in National Oratory Art.” Her lecture, rich with linguistic, spiritual, and cultural insights regarding the history of the formation of the Kazakh paraphrastic fund and the etymology of individual words in Proverbs and Sayings, sparked great interest among seminar participants. It also laid the groundwork for a deeper understanding of the roots of our native language and fostered a new approach to effectively use the rich vocabulary of Kazakh.

The organizers expressed special gratitude to Botagoz Myrzabaikyzy for her substantive lecture aimed at promoting national historical, cultural, and spiritual values among the students of the Academy. They awarded her a Letter of Appreciation and a commemorative souvenir.
We see this event as a unique contribution by KazNU scholars to the development of science and education in our country.
