Born on August 18, 1953 in the village Kapal, Taldy-Kurgan region, where he graduated from high school in 1971 and began his career as a teacher. After serving in the army, B.Zhumagulov graduated in 1979 from the Faculty of Mechanics and Applied Mathematics of Kazakh State University named S.M. Kirov, majoring in applied mathematics.
From 1979 to 1991 at Alma Mater he went from an engineer to a vice-rector, and also in public work – from the secretary of the Komsomol organization to the secretary of the party committee.
B.Zhumagulov is the author of more than 350 scientific works, seven monographs published in Kazakhstan and abroad. He laid the foundation for a new scientific direction, which today is successfully developed by his followers. Particular attention is paid to mathematical modeling of thermal effects on hydrodynamic processes associated with the displacement of oil by water and further transportation of the extracted liquid.
Outstanding scientific achievements of B.Zhumagulov were awarded the State Prize of the Republic of Kazakhstan in the field of science, technology and education for the series of works “Numerical modeling of the dynamics of liquid and gas. Theory and computational experiment.” They, together with Professor Sh.S.Smagulov, founded the Kazakhstan scientific school of methods for mathematical modeling of complex hydrodynamic processes and new information technologies. Under the leadership of B.Zhumagulov defended 15 doctoral and candidate dissertations.
B.Zhumagulov made a great contribution, as a leader, scientist and patriot in the implementation of reforms and scientific and technological policy. Thus, he took the initiative to create an independent Engineering Academy of Kazakhstan. Within its walls, since 1991, he passed within five years from the Chief Scientific Secretary to the President of the Academy.
In 2001, B.Zhumagulov is appointed First Vice-Minister of Education and Science of the Republic of Kazakhstan, Chairman of the working group of the Higher Scientific and Technical Commission under the Government of the Republic of Kazakhstan, responsible for developing state priorities for the development of science and technology. Takes an active part in the development of the Law of the Republic of Kazakhstan “On Science”, the Concepts of scientific and scientific-technical policy of the Republic of Kazakhstan, regulations, provisions and instructions for reforming the education and science systems.
In February 2002, B.Zhumagulov was appointed head of one of the key structures of the Administration of the President of the Republic of Kazakhstan – the department of internal policy, and in September 2002 – head of the department of socio-cultural development of the Office of the Prime Minister of the Republic of Kazakhstan.
Laureate of the “Ilham” Prize in the nomination “For contribution to the preservation of peace and interethnic harmony.” Awarded the medal N.M.Girenko for foreign observers during elections to the State Duma of the Russian Federation, the Order of “Engineering Glory” of the International Academy of Engineering.
A well-known mathematician, statesman, politician and public figure, a major organizer of science and higher education, who has enriched science with research in the field of application of computer technology and information technology, mathematical modeling and mathematical methods in solving problems of hydrodynamics and practical problems in the oil and gas industry.
Laureate of the State Prize of the Republic of Kazakhstan in the field of science, technology and education (1994), “Kazakhstanyn enbek sinirgen kairatkeri” (1999), Doctor of Technical Sciences (1997), Professor (1997), Academician of the National Engineering (1997) and the National Academy of Sciences of the Republic of Kazakhstan (2008), International Academy of Engineering (1996), New York Academy of Sciences (2000), honorary academician of the National Academy of Sciences of the Kyrgyz Republic (2003) and the Engineering Academy of Belarus (2003). Knight of the Order of “Parasat”. Awarded the anniversary medal “10 years of the Republic of Kazakhstan”, the Great Silver Medal of UNESCO and the International Academy of Sciences. He has honorary titles: “Honored Engineer of Russia” (1999), “Outstanding Engineer of the 20th Century” (2000) of the International Academy of Engineering, “Honorary Engineer of Kazakhstan” (2001). Elected First Vice-President of the Federation of Engineering Academies of Islamic States (Damascus, 2009), President of the World Mathematical Society of Turkic-Speaking Countries (Almaty, 2009).
