Issues of constitutional law were considered in KazNU
An international scientific-practical conference on ‘The Constitution of the Republic of Kazakhstan - the legal basis for safe, stable and sustainable development of Kazakhstan’ was held at Al-Farabi Kazakh National University. The event was dedicated to the Day of the Constitution of the Republic of Kazakhstan and the 90th anniversary of Al-Farabi Kazakh National University.
The aim of the conference was to analyse strategic ideas, constitutional norms, legal practice on building a just Kazakhstan. The conference was attended by judges of the Constitutional Court of the Republic of Kazakhstan, representatives of state bodies of the Republic of Kazakhstan, civil society, leading scientists of Kazakhstan, teachers, doctoral students, master's students, media representatives.
Acting Deputy Chairman of the Board of KazNU, First Vice-rector Yerkin Duisenov made a welcoming speech. Noting the most significant events and heights, which the university has achieved recently, the first vice-rector emphasised the importance of the day of adoption of the Constitution of the country. ‘This date has great political significance for all citizens of Kazakhstan. It is a public holiday,’ said E. Duisenov. - President of the Republic of Kazakhstan K.K.Tokayev emphasises: ‘The Constitution of Kazakhstan, having absorbed the best world experience and practice, as well as historical and national traditions, serves as a solid foundation for the unity of the people and the independence of our state.’
The Constitution of the Republic of Kazakhstan was adopted at a national referendum on 30 August 1995. Famous legal scholars of Kazakhstan, who worked at Al-Farabi KazNU for a long time, took an active part in the preparation of the current Constitution: academicians Salyk Zimanov, Sultan Sartaev, Gairat Sapargaliev, Murat Baimakhanov.
During the conference, congratulatory letters from the Chairman of the Board of Directors of the Al-Farabi Kazakh National University, Doctor of Law, Professor Kairat Mami, Chairman of the Human Rights Commission under the President of the Republic of Kazakhstan, Doctor of Law Igor Rogov and others were read out.
During the event, legal scholars made presentations and discussed strategic ideas, constitutional norms, legal practice on building a just Kazakhstan. The lawyers also emphasised that on the initiative of the Head of State a large-scale constitutional reform was carried out, which affected the whole society and all state bodies. The Constitutional Court was established, the constitutional status of the Commissioner for Human Rights (Ombudsman) was strengthened, and the foundations for an independent judiciary were created. In general, the reform had a positive impact on the lawmaking process.
