REFERENDUM AS AN INSTRUMENT OF DIRECT DEMOCRACY
In the Address of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev ‘Fair Kazakhstan: law and order, economic growth, social optimism’ dated 2 September 2024, attention was focused on the problem of global energy resources deficit. In this context, the relevance of finding reliable and environmentally safe sources of energy was highlighted. Particular attention was paid to the need to develop nuclear energy as one of the promising areas that can largely meet the growing energy needs of the country.
In the light of implementation of the Presidential Address, a referendum on the construction of nuclear power plants is planned to be held on 6 October as one of the ways of expressing the will of the people. This step is aimed at strengthening democratic principles and taking into account the opinion of citizens on important energy issues.
We believe that the referendum will be an important tool for expressing civic position and will influence key decisions in the country.
