On March 27, 2026, Zhenisbek Tolen, PhD in Political Science and Head of the Scientific Center for Education and Social Development under the National Academy of Sciences of the Republic of Kazakhstan, visited the Faculty of Oriental Studies by invitation and delivered a lecture titled “State and Citizen: Where Are the Boundaries of Responsibility?”. The event was organized by the Department of Chinese Studies as part of the faculty’s “Law and Order” initiative.

The topic “State and Citizen: Where Are the Boundaries of Responsibility?” is one of the most important issues in contemporary society. The lecture focused on defining the responsibilities of the state and identifying where the duties of citizens begin and end.

During the lecture, Zhenisbek Tolen explained the state’s responsibilities in ensuring public safety, protecting citizens’ rights and freedoms, upholding the rule of law, and providing public goods such as education, healthcare, and infrastructure. He also emphasized the importance of establishing a fair judicial system and promoting social equity.

From the citizens’ perspective, it was noted that individuals are expected to comply with laws, respect the rights of others, and contribute to societal development. Paying taxes, participating in elections, and maintaining public order were highlighted as key examples of civic responsibility.

In conclusion, the speaker emphasized that an effective society requires a balance of trust and responsibility between the state and its citizens. These boundaries are not fixed but represent a dynamic equilibrium based on mutual rights and obligations.
