A new platform for creating a worthy state of Kazakhstan

It is symbolic that the President of the country K.K. Tokayev from the first days of the New Year,  clearly outlined the goals and objectives of the next stage of the consistent renewal of Kazakhstan. He noted the features and difficulties of domestic policy predetermined by the trajectory of the previous 30 years: the liquidation of the Constitutional Court, the monopolization of national property by several clans, which led to the violation of justice in the social and economic environment.

Since 2019, domestic policy has been aimed at forming a civil society, solving accumulated social problems, bringing to justice those who violated the constitutional rights of the nation and returning stolen property.

The President emphasized: “I’ll be honest: this new course aroused sharp rejection by influential individuals, who perceived it as a threat to the deeply rooted state of affairs in the country and their privileged status in power structures. On their part, hidden and often open resistance to reforms gradually grew. In the end, in order to reverse the transformation and restore the old order, they decided to take extreme measures.”

It was necessary to update the state structure. First of all, a system of checks was created to “ensure the irreversibility of political reforms and make them a permanent factor in public life.”

The Constitutional Court was recreated, which is, in essence, the highest body of constitutional control, ensuring the supremacy of the Constitution. The decisions of the Constitutional Court have final force; even the President cannot revise its decisions, including those relating to the constitutional rights of citizens.

The independence of the state established by the Constitution, the unitarity and territorial integrity of the Republic, the form of its government, the provision on a single seven-year term for the President are unchanged.

The powers of the Mazhilis have been expanded, which began to be formed according to a new electoral model - party lists and single-mandate constituencies.

The President of Kazakhstan emphasizes that these conditions give carte blanche to the government, as the executive branch: unlimited powers and complete freedom of action and, accordingly, increased responsibility in achieving the designated goals. The government’s solution to the set program objectives for industry diversification, modernization of infrastructure, and provision of energy resources should lead to a doubling of GDP by 2029, bringing it to $450 billion.

Concluding the interview, President of Kazakhstan K.K. Tokayev shows the key factor of a strong state: “We must be united in understanding not only what a difficult path we have passed, but also what we are striving for. We need to live not by memories of the past, but by aspirations for the future, by deeds to prove the greatness of our nation.”
