Chairman of the Constitutional Council of the RK
One of the initiators and organizers of judicial reform in Kazakhstan, Doctor of Law (1995), Professor (2005). Kairat Mami was born on May 9, 1954 in Uzunagash village, Zhambyl district of Almaty region. Graduated from the Faculty of Law of S.M. Kirov Kazakh National University (1981). In 1995 he defended his PhD thesis in law, in 2004 – his doctoral dissertation on the topic «Constitutional legality and judicial power in the Republic of Kazakhstan: main trends and priorities". He worked as chairman of the Guryev Regional Court and the Almaty City Court. Since 1990 – Member of the Supreme Court of the Kazakh SSR. In 1995, he headed the Board of Criminal Cases of the Supreme Court of the Republic of Kazakhstan. He held the posts of Vice Minister of Justice of the RK, Deputy Head of the Presidential Administration of the RK. Since 2000 – Chairman of the Supreme Court of the RK, since 2009 – Prosecutor General of the Republic of Kazakhstan. Chairman of the Constitutional Council of the Republic of Kazakhstan (2017-2022). Other positions: Member of the Supreme Judicial Council of the Republic of Kazakhstan; President of the Al-Farabi Kazakh National University Alumni Association (since 09.2009); Member of the Council of the Parliamentary Assembly of Turkic-speaking States (since 04.2011); Chairman of the Interparliamentary Assembly of the Eurasian Economic Community (since 12.2011); Member of the Working Group on the Redistribution of Powers between the Branches of Government.
Kairat Mami has made a great contribution to the development and improvement of the judicial system, strengthening the rule of law in the country. He took an active part in the development of legislative acts to strengthen and improve the activities of the courts, and many sectoral laws. In particular, with his participation, the constitutional law «On the Judicial System and the Status of Judges of the Republic of Kazakhstan» was developed, «On the Supreme Judicial Council of the Republic of Kazakhstan», «On Enforcement Proceedings and the Status of Bailiffs», «On Arbitration Courts» were adopted, amendments and additions were made to the Criminal Procedure Code, the Civil Procedure Code, The Code of Administrative Offences, a number of normative decisions of the Supreme Court on topical issues of law enforcement practice of courts have been adopted.
Under his leadership, the Strategic Plan of the Supreme Court of the Republic of Kazakhstan for 2009-2011 and the Strategy of Judicial Education were developed. The result of extensive and fruitful work based on many years of judicial experience was the publication of six monographs, more than 50 scientific papers related to the formation and formation of the judicial system and judicial power in Kazakhstan.
