An Open Lecture Dedicated to the 35th Anniversary of the Declaration on State Sovereignt

As part of their pedagogical practice, doctoral students of the Department of Religious Studies and Cultural Studies conducted an open lecture dedicated to Republic Day on the topic: «35 Years of the Declaration on State Sovereignty».

During the lecture, it was emphasized that on October 25, 1990, the Supreme Council of the Kazakh Soviet Socialist Republic adopted the «Declaration on State Sovereignty of the Kazakh SSR».

This became a historic decision that symbolized Kazakhstan’s transition toward an independent path of development outside the Soviet system.

Furthermore, the historical significance of the Declaration and its contemporary relevance were highlighted.

By the late 1980s, the Soviet Union was undergoing a profound political and economic crisis, and the union republics began striving for sovereignty.

Under these circumstances, the Declaration on State Sovereignty became the first document that legally affirmed Kazakhstan’s state authority and political independence.

The Declaration clearly defined key principles such as the territorial integrity of the republic, the ownership of natural resources by the people, the supremacy of national laws, and the right to conduct independent international relations.

These provisions were later reflected in the Constitutional Law «On the State Independence of the Republic of Kazakhstan» (1991).

The Declaration on Sovereignty laid the foundation for the modern Constitution and the concept of Kazakhstan’s independence.

The ideas of self-determination, democratic development, and popular sovereignty proclaimed in the Declaration were formally enshrined in the Constitution of the Republic of Kazakhstan (1995).

Today, the historical lessons of the Declaration serve as an important ideological basis for strengthening the country’s political stability and national unity.

The concept of sovereignty has become a symbol of statehood and national independence, while the idea of sovereignty itself remains a fundamental principle of the spiritual and political development of modern Kazakhstan.

The event was attended by doctoral and master’s students.

Participants were presented with a newspaper containing the publication of this historically significant document.

Familiarization with the text evoked deep emotional responses, as the document vividly reflects the centuries-old aspirations of the Kazakh people for freedom and independence.

Every line conveys a profound sense of responsibility for the nation’s destiny and a spirit of dignity.

Reading this document is not merely an act of acquiring information but an opportunity to deeply comprehend the connection between past and present, and to feel oneself as part of history.

Such experiences reinforce a sense of national pride and patriotism.
