Constitutional Reforms and the Legal Culture of Youth

Within the framework of implementing Sustainable Development Goal 16 “Peace, Justice and Strong Institutions,” an open dialogue dedicated to constitutional reforms was held on February 6, 2026, at the Association of Museums of Almaty. During the event, participants discussed the essence of the amendments being introduced to the Constitution of the Republic of Kazakhstan and their impact on public consciousness, civic responsibility, and social cohesion.

Invited speakers included Beibit Bolatuly Kusainov, Deputy of the Almaty City Maslikhat and Chair of the Commission on Culture, Sports, Internal Policy, Religion, and Youth Affairs, as well as Akezhan Bakytuly Kenesov, a member of the Public Council of Almaty. The guests responded to participants’ questions, with particular attention given to legal and social issues raised by young people. The meeting was held in an open dialogue format.

The event was attended by Aizhan Nurkhamitovna Kuderina, Senior Lecturer and Doctoral Candidate, Head of the “Mädeniet KZ” Club of the Department of Religious Studies and Cultural Studies at Al-Farabi Kazakh National University, along with club members—first- and second-year students majoring in Cultural Studies. Academic group curators also took part, including Candidate of Philosophical Sciences, Professor Marzhan Bashanovna Alikbayeva, Candidate of Philosophical Sciences Samal Mukhamedkaliyevna Kaupenbayeva, PhD Alfия AmanzholovnaAitenova, and Senior Lecturer Sergazy Erezhepuly Kudaibergenov, Alshynova Assel Bolatkyzy who provided scholarly support to the discussion aimed at fostering students’ civic and legal culture.

The main objective of the event was to promote a culture of open dialogue between society and government, enhance youth civic engagement, and strengthen legal awareness among young people. The open dialogue not only broadened students’ understanding of constitutional reforms but also encouraged their conscious and responsible participation in social processes. The meeting was recognized as an important platform within the framework of Sustainable Development Goal 16, contributing to the development of a just, open, and trust-based society.
