Al-Farabi Kazakh National University was appointed as the Coordinator of scientific anti-corruption expertise of draft regulatory legal acts.

According to clause 10 of the Rules for conducting scientific anti-corruption expertise of draft regulatory legal acts, approved by the Decree of the Government of the Republic of Kazakhstan dated July 16, 2020 No. 451, the Coordinator, on a competitive basis, attracts experts to conduct scientific anti-corruption expertise.

In this regard, we invite all citizens who wish to take part in the competitive selection of experts and contribute to the eradication of corruption.

Qualification requirements for participants in the competitive selection:

1) higher education;

2) work experience of at least 5 years in the field of activity in which he intends to act as an expert, or at least 3 years in the case of a scientific degree of candidate of science, doctor of science, PhD doctor or doctor in the field of activity in which assumes to act as an expert;

3) the absence of an outstanding or unexpunged conviction;

4) the absence of an administrative penalty for committing an administrative corruption offense within the last 3 years;

5) absence of dismissal for a disciplinary offense discrediting the civil service;

6) lack of conviction for a corruption crime.

 

Deadline for accepting documents: from 10:00 on February 15, 2021 - until 24:00 on February 19, 2021, Nur-Sultan time.

 

To participate in the competitive selection, you must submit the following documents on paper and (or) electronic media:

1) an application addressed to the chief executive in any form with confirmation of consent to the processing of personal data and the obligatory indication of phone numbers and e-mail addresses;

2) a copy of the identity document (original for verification);

3) a copy of a document confirming employment (notarized if the originals are not submitted for verification);

4) copies of education documents, as well as documents confirming the completion of the nostrification procedure or recognition in accordance with the Law of the Republic of Kazakhstan "On Education" (for diplomas issued by foreign educational institutions) (notarized in case of failure to submit the originals for verification);

5) a copy of the document confirming the academic degree, if available (notarized if the originals were not submitted for verification).

 

In addition, in order to establish compliance with the qualification requirements of the participants in the competitive selection, it is necessary to additionally submit the following documents from the e-government portal Egov.kz:

Certificate of the presence or absence of a criminal record.

2) Certificate on the issuance of information on the records of the Committee on Legal Statistics and Special Records of the General Prosecutor's Office of the Republic of Kazakhstan on the commission of an administrative offense by a person

Competitive selection stages:

1) acceptance of documents from persons who have expressed a desire to participate in the competition (from 15 to 19 February inclusive);

2) consideration of the documents of the participants in the competitive selection for compliance with the established criteria (February 22-23 this year);

3) notification of admitted candidates for testing (February 24-25 this year)

4) testing candidates (February 26 this year).

The value of passing the test for candidates is at least 30 (thirty) correct answers;

4) notification of the interview (February 27-28 this year)

5) interviewing candidates for inclusion in the roster of experts. The interview also includes the solution of practical tasks on draft regulatory legal acts (March 1, 2 and 3 of this year).

Testing of candidates is carried out within 1 hour and consists of 40 questions on the knowledge of the current legislation:

1) Law of the Republic of Kazakhstan "On Legal Acts" dated April 6, 2016 No. 480-V ЗРК

2) the Rules for conducting scientific anti-corruption expertise, approved by the Government of the Republic of Kazakhstan dated July 16, 2020 No. 451.

3) The rules for drawing up, agreeing, state registration of regulatory legal acts and their cancellation, approved by the Government of the Republic of Kazakhstan dated October 6, 2016 No. 568.

4) Rules for the development, approval of draft bylaws, approved by the Government of the Republic of Kazakhstan dated October 6, 2016 No. 569.

5) Methodological recommendations for conducting scientific anti-corruption expertise of draft regulatory legal acts approved by order of the Chairman of the Agency of the Republic of Kazakhstan for Combating Corruption (Anti-Corruption Service) dated August 21, 2020 No. 268.
