
On October 22, 2024, at 4:00 PM in Room 305 of the Law Faculty at Al-Farabi KazNU, members of the scientific community “Fair Law,” led by Associate Professor N.K. Kalisheva from the Department of Theory and History of State and Law, Constitutional and Administrative Law, held an event dedicated to Republic Day as part of the Sustainable Development Goal 16 “Rule of Law”. The theme of the event was “Dimensions of Sovereignty”.
Among the invited speakers was S.D. Darkhanova, a Master of Law. The Declaration of State Sovereignty of the Kazakh SSR, a historical document adopted on October 25, 1990, by the Supreme Soviet of the 12th convocation, was discussed. This Declaration proclaimed the sovereignty of the Kazakh SSR and established the political and legal foundations for Kazakhstan as an independent state. The fundamental principles of sovereign statehood were defined as: a unitary state, territorial integrity, inviolability, and the revival and development of the unique culture, traditions, and language of the Kazakh people and other ethnic groups in Kazakhstan, as well as the strengthening of national identity.
It was noted that activities of organizations calling for violent changes to the constitutional order, threatening territorial integrity, or undermining interethnic harmony would be prosecuted under the law. The discussions included the relationship between national popular state sovereignty and the unchanging principles of statehood, with participants emphasizing the historical significance of the Declaration of Sovereignty.
The principle of independently resolving issues related to political, economic, social, and national-cultural development in the Republic, as well as its administrative-territorial structure, was proclaimed. The President was recognized as the leader of the Republic. Land, subsoil resources, water, flora and fauna, other natural resources, cultural and historical values, and the entire economic and scientific potential were affirmed as the foundation of the Republic’s sovereignty and are under its ownership.
It was highlighted that the Kazakh SSR has the right to establish its own internal troops and bodies of state security and internal affairs, subordinate and accountable to the Supreme Soviet and the President of the Kazakh SSR. Based on the principles of the Declaration, the Constitutional Law “On the State Independence of the Republic of Kazakhstan” was adopted on December 16, 1991.
I believe that the events taking place across the country are very beneficial for civil society in Kazakhstan as a whole, and especially for the youth, as Republic Day has been revived after 15 years and proclaimed a national holiday! I wholeheartedly congratulate everyone on the upcoming holiday and wish prosperity to our Kazakhstan!
