KazNU scientists are developing an AI program to optimize the legislative process

Legal scientists at al-Farabi Kazakh National University are developing an innovative program aimed at modernizing the legislative process in Kazakhstan.
The project is aimed at improving the efficiency, quality and transparency of legislation through the introduction of artificial intelligence and digital technologies.
The main objective of the program is to optimize the process of preparation and adoption of draft laws, eliminate duplication and contradictions, and increase the speed of legislative decision–making. This will directly affect the development of the concept of "A strong President – an influential Parliament – an accountable Government".
According to the authors of the project, at the initial stage of improving legislation, the laws in force in the country are carefully analyzed, their shortcomings and inconsistencies are identified. As a result of this work, a special database will be created, which will become the basis for creating artificial intelligence tools for the development of draft laws. Currently, a database has been accumulated on areas that require changes. In addition, basic algorithms and software modules have been developed to test the first prototype of the prepared AI system. They should ensure the systematization and analysis of legal documents.
"The project is being implemented as part of the program-targeted financing of the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan. The program will explore global practices, and artificial intelligence technologies for the legislative process will be adapted to the conditions of Kazakhstan. International conferences and seminars will be held jointly with foreign experts, and the exchange of experience will be expanded",- said Ualikhan Akhatov, project Manager.
The project will also develop mechanisms for the active involvement of deputies and senators in the analysis and development of draft laws in order to increase the effectiveness of the Parliament. At the same time, six artificial intelligence prototypes will be implemented in a pilot mode.
In addition, it provides for the creation of a single coordination center to improve the quality of legislative work. A special digital platform will be launched to discuss the draft laws, as well as the organization of training seminars for deputies and representatives of civil society.
Within the framework of this program, special mechanisms are being introduced that constantly evaluate the effectiveness of draft laws, and through AI, it is possible to anticipate their impact. It is expected that this process will improve the quality of legislative changes and bring real benefits to society.
According to the authors of the project, information technologies will make it possible to digitize the activities of Parliament and create conditions for interactive public relations. Through online platforms, citizens can participate in the discussion of draft laws, as well as express their suggestions.
