Professor Askarbek Kusainov, Doctor of Pedagogical Sciences and laureate of the State Prize of the Republic of Kazakhstan, is one of the most distinguished figures in the history of Kazakh pedagogy and the national education system. Through his profound scholarly research, fundamental academic works, and unwavering commitment to public service, he has made an enduring contribution to the development of educational science in Kazakhstan.
A career in science is not simply a profession chosen by chance—it is a lifelong mission rooted in a deep sense of responsibility to society. The life and work of Askarbek Kabykenuly Kusainov exemplify this ideal. His professional journey reflects not only the achievements of an outstanding scholar but also the evolution of Kazakhstan's pedagogical thought.
Born in the historic Semey region—the homeland of the great poet Abai and a center of Kazakh intellectual life—Professor Kusainov was naturally drawn toward scholarship. After graduating from the Kazakh National Technical Institute, he began his academic career, focusing from the outset on the theoretical foundations and strategic development of the education system. Between 1976 and 1979, he pursued advanced studies at a Higher Technical School in Germany, where he successfully defended his dissertation in German. This achievement demonstrated both the breadth of his scientific outlook and his ability to engage with the international academic community.
Professor Kusainov's subsequent academic, educational, and organizational activities became closely intertwined with the development and modernization of Kazakhstan's education system. During the challenging early years of the country's independence, he held a number of senior governmental positions, contributing significantly to the formulation of strategic directions for national educational policy. His leadership roles within the Ministry of Education of the Republic of Kazakhstan, as well as his work at the Chief Editorial Office of the Kazakh Encyclopedia and the Bilim and Mektep publishing houses, clearly demonstrate that he has been not only an accomplished scholar but also a prominent public intellectual dedicated to the advancement of Kazakhstan's educational and cultural development.
Among Professor Kusainov's most significant scholarly achievements is his pioneering contribution to the establishment and development of comparative pedagogy in Kazakhstan. He is widely recognized as one of the country's leading scholars who laid the scientific foundations of this discipline. Rather than merely describing educational systems in different countries, he conducted in-depth analyses of their structural principles, national characteristics, and historical and social contexts, identifying educational models most suitable for Kazakhstan. This work reflects his strategic vision and exceptional analytical insight.
Professor Kusainov is also recognized as the founder of Kazakhstan's textbook quality monitoring system. Viewing textbooks as one of the most important instruments for shaping future generations, he elevated textbook development and evaluation to the level of a major national scientific priority. His research on textbook theory and curriculum development enriched the methodological foundations of pedagogical science and contributed substantially to improving the quality of education through evidence-based recommendations.
The international comparative studies conducted under his supervision have had a lasting impact on educational reforms in Kazakhstan. By integrating international best practices with national educational traditions and values, Professor Kusainov proposed innovative approaches to modernizing the country's education system while preserving its cultural identity.
Another major contribution of Professor Kusainov has been his work in the development of Kazakh scientific terminology. Under his leadership, a comprehensive 31-volume series of Kazakh–Russian and Russian–Kazakh scientific terminological dictionaries was published. This monumental project became one of the most valuable achievements in establishing the scientific and linguistic foundations of independent Kazakhstan. More than simply compiling terminology, the project represented a major intellectual effort to systematize the language of science and strengthen the methodological and linguistic framework of Kazakh scholarship.
A truly distinguished scholar does not merely follow the course of history but helps shape its direction. Professor Kusainov's scientific and public service clearly illustrates this principle. Throughout his career, he has regarded education not simply as a sectoral concern but as a strategic national priority essential to the country's future. Consequently, his scholarly works and theoretical contributions have retained—and continue to increase—their relevance over time.
Today, as Professor Askarbek Kabykenuly Kusainov celebrates his 75th birthday, he is recognized not only as an eminent scholar but also as a mentor to several generations of researchers and educators, a respected expert on national education, and one of the leading figures in Kazakh pedagogy.
On behalf of the Department of Pedagogy and Educational Management, we extend our heartfelt congratulations to Professor Kusainov on this significant milestone. We wish him good health, continued creative inspiration, many years of active scholarly work, and further success in his research. His remarkable contributions to the development of Kazakhstan's education system and national intellectual life will undoubtedly continue to inspire future generations.
