“On the Path to the Rule of Law: Current Issues and Solutions in the Penal System”
On November 20, 2025, at the initiative of Altynai Kuanyshkyzy Parymbek, a 1st-year master’s student of the educational program “Criminalistic Examinations” 7M04220 of Al-Farabi Kazakh National University, and with the support of the “El Tutka” Debate Club, together with the participation of the club leader, Tlepbergenov Orynbasar, a large-scale discussion was held on ensuring legality within the penal system and the role of prosecutorial supervision.
The main goal of the event was to provide an in-depth understanding of the legal foundations of the penal system, analyze the mechanisms for protecting the rights and freedoms of convicts, and highlight the significance of prosecutorial oversight in ensuring justice and strengthening the rule of law.
Key aspects discussed during the session
1. Legal foundations of the penal system.
Participants examined the core principles of the Criminal Executive Code of the Republic of Kazakhstan, the procedure for executing punishments, and the legal status of correctional institutions.
2. The role of prosecutorial supervision.
The discussion covered procedures for conducting inspections, measures taken when violations of the law are identified, types of prosecutorial acts, and their practical impact.
3. Current issues within the penal system.
Students raised important topics such as living conditions in facilities, overcrowding, staff shortages, insufficient video surveillance systems, difficulties in the resocialization process, and the role of the probation service.
4. Practical examples and analytical work.
Participants reviewed real-life cases and practical scenarios, allowing for deeper analysis of how prosecutorial supervision functions in practice.
This discussion provided students with a comprehensive understanding of one of the most crucial areas of the legal system — the penal system and prosecutorial oversight. Participants exchanged views on the importance of legal reforms, the need to improve the system, and maintaining high standards of human rights protection.
Club leader Tlepbergenov Orynbasar emphasized the importance of the event and encouraged students to become professionals with strong legal culture, ready to uphold justice and the rule of law.
