Leadership Lecture on the Topic: “Concept of Law and Order. Combating Gambling Addiction”

On November 20, 2025, at the Faculty of Law of Al-Farabi Kazakh National University, a lecturer of the Department of Theory and History of State and Law, Constitutional and Administrative Law, Doctor of Law D.M. Baymakhanova, together with the 310th group of the Faculty of Law, organised a leadership lecture by Associate Professor of the Department of Law Enforcement Administration, Lieutenant Colonel of Police Sitnikov Pavel Vladimirovich on the topic: “The Concept of Law and Order. Combatting Gambling Addiction”, within the framework of SDG 16 and the Law and Order program. In his speech, Pavel Vladimirovich emphasised the importance of compliance with law and order for the stable development of society and the creation of a safe environment in Kazakhstan.

He also outlined the main aspects of preventing gambling addiction, including methods of identifying individuals suffering from gambling-related disorders, social support measures for affected persons, and ways to prevent the popularisation of gambling among young people. Particular attention was given to the role of educational and preventive programs aimed at fostering legal literacy and responsibility among citizens.

The students asked the lecturer many questions about preventing gambling addiction, methods of identifying affected individuals, and social support measures for people harmed by gambling. Questions concerning legal responsibility and the role of educational programs in shaping legal literacy among young people also generated interest.

In summarising his speech, the lecturer stressed the importance of law and order and called on students to participate in preventing gambling addiction and to support social initiatives aimed at protecting vulnerable citizens.
