“A Discussion Dedicated to Studying the Legacy of Salyk Zimanov — a Distinguished Figure of Kazakh Legal Thought”

On December 1, 2025, the members of the “El Tutka” debate club, with the participation of the club leader Orynbasar Tlepbergenov, held an extensive session focused on studying the scholarly legacy of Salyk Zimanov. The primary purpose of the meeting was to conduct an in-depth examination of the works of Salyk Zimanov, an outstanding lawyer, statesman, public figure, and academic, and to analyze his contribution to the development of Kazakhstan’s legal science in the context of modern needs.

During the discussion, the participants examined Zimanov’s role in shaping the national legal system, his historical contribution to the legislative process during the years of independence, and his significant ideas aimed at strengthening the legal culture of society. The club members analyzed the central concepts reflected in his works and compared his views on legal philosophy, political science, and parliamentary practices.

Special attention was given to the academic’s research on customary law and traditional legal systems. Salyk Zimanov scientifically substantiated the value of the Kazakh legal tradition and demonstrated its connection to modern legal norms. In this context, participants explored the continuity between historical legal heritage and today’s national legislation.

Another important theme was Zimanov’s role in the formation of Kazakhstan as a rule-of-law state. His ideas on parliamentary reforms, the establishment of the constitutional framework, and the development of democratic institutions were discussed in relation to current legal policy.
