Guest Lecture within the “Law and Order” Project Office Initiative
On November 20, 2025, as part of the “Law and Order” project office initiative, a lecture was held for 1st–3rd year students of the “Jurisprudence” program at the College of Al-Farabi Kazakh National University. The lecture was titled: “The System of Criminal Penalties and the Status of Persons Convicted of Crimes.”
The lecture was delivered by Roza Ergalyevna Sagalbayeva, retired police colonel, Candidate of Legal Sciences, and Assistant Professor of the Department of Theory and History of State and Law, Constitutional and Administrative Law at Al-Farabi Kazakh National University.

During the presentation, the speaker provided a detailed explanation of the structure and purpose of the criminal penalties system, the legal status of convicted persons, the specifics of their legal position, as well as current issues in law enforcement practice. Special attention was given to modern trends in the development of criminal legislation and to the protection of human rights within the penal system.
The students showed great interest in the topic, actively participated in the discussion, and asked questions regarding types of penalties, procedures for their imposition, international standards for the treatment of convicted persons, and possible directions for reforming the penal system of the Republic of Kazakhstan.
Lectures of this nature, held within the “Law and Order” initiative, contribute to developing a high level of legal culture among future lawyers, broaden their professional outlook, and strengthen their competencies in the field of criminal and penal law.
