  On December 9, 2025, members of the “El Tútka” debate club, with the participation of the club’s leader, Orynbasar Tlepbergenov, held a special session dedicated to examining the life and scholarly legacy of one of the most prominent representatives of Kazakhstani legal science — Sultan Sartaevich Sartaev. The main purpose of the meeting was to analyze his biography in detail, evaluate his contributions to the development of the legal field, and determine the relevance of his work within modern legal scholarship.

During the discussion, participants reviewed Sartaev’s life path in depth. Born on October 15, 1927, in the village of Yanykurgan in the Kyzylorda region, he became a distinguished Soviet and Kazakhstani legal scholar, Doctor of Law (1970), Professor (1972), Academician of the National Academy of Sciences of Kazakhstan (2002), and a member of its Presidium. One of his most significant achievements was his contribution to the drafting of the first Constitution of independent Kazakhstan in 1993.

Members of the club analyzed his professional career, focusing on his fundamental works in state theory, constitutional law, and legal reform. Special attention was given to Sartaev’s role in shaping the foundations of statehood, promoting the principles of the rule of law, and advancing national legal thought. His research significantly influenced the development of Kazakhstan’s modern legal system and laid the groundwork for new directions in legal scholarship.
