Strategic Issues in the Development of Financial Legislation in the Context of Digital Transformation Were Discussed
An international scientific and practical conference titled “Strategic Issues in the Development of Financial Legislation in the Context of Digital Transformation” was held at the Faculty of Law of Al-Farabi Kazakh National University. The event was organized by the Department of Customs, Financial, and Environmental Law. The conference was conducted within the framework of the UN Sustainable Development Goal 16 (SDG 16) and the Address of the Head of State, Kassym-Jomart Tokayev, “Kazakhstan in the Era of Artificial Intelligence: Current Issues and Solutions through Deep Digital Transformation,” bringing together scholars and practitioners from Poland, Kazakhstan, Uzbekistan, Karakalpakstan, and Tajikistan.
The conference was opened by Yerkin Yermanovich Duisenov, Deputy Chairman of the Board and First Vice-Rector of Al-Farabi KazNU, who highlighted the key areas of digital transformation in the financial sector. In his welcoming address, Ualikhan Akypbekovich Akhatov, Dean of the Faculty of Law, emphasized the importance of the digital economy and the need to improve legal regulation amid rapid technological change.
Guldana Amangeldievna Kuanalieva, Head of the Department of Customs, Financial, and Environmental Law and Professor, provided an in-depth overview of current issues in the legal regulation of digital banking and the impact of financial technologies on the legal sphere. The conference also featured presentations by Amanlyk Bazarbaevich Gulimov, Professor at Berdakh Karakalpak State University and Doctor of Law; Nurzhan Saulen, PhD, Chief Specialist at the Institute of Parliamentarism under the Administration of the President of the Republic of Kazakhstan; Malik Serikovich Nauryzbayev, Chief Underwriter at Apex Insurance; and Gaziz Duisenkulovich Taigamitov, Professor at the Kazakh National Agrarian Research University and Candidate of Legal Sciences.
In an online format, Galym Baygazyyevich Teleuyev, Doctor of Philosophy (PhD) and representative of Zhetysu State University, delivered a presentation on the legal foundations of water resource protection and the potential of digital monitoring. Kanat Muratovich Kozhabek, PhD, Associate Professor at KazNU, analyzed the legal aspects of applying information technologies in tax administration.
Among the honored guests were Kairat Turlybaevich Bitemirov, Professor at M. Auezov South Kazakhstan University; Gulmira Zharylkhasynovna Azretbergenova, Professor at Khoja Ahmed Yasawi International Kazakh-Turkish University and Candidate of Economic Sciences; Edvardas Yukhnevicius, Professor at the University of Gdańsk; and Odilbek Abdulnazar Mavlonazarzoda, Associate Professor at Tajik National University, who participated online. Faculty representatives Gulnur Koishyynovna Rasheva and Ainash Akimsalovna Yessekeeva also presented their research findings.
Overall, the conference served as an important platform for discussing ways to improve financial legislation in the context of digital transformation, exchanging scholarly perspectives, and strengthening international cooperation.
