President Kassym-Jomart Tokayev at the fifth session of the National Kurultai

20 january, 2026

President Kassym-Jomart Tokayev notes that the political and institutional reforms carried out in Kazakhstan are aimed at strengthening the stability of statehood, improving governance efficiency and adapting the country to modern challenges. The key principle of modernization is not formal renewal, but a profound transformation of State institutions, strengthening the rule of law, protecting citizens' rights, and developing a balanced political system. The constitutional reforms of 2022, the creation of Constitutional and Cassation Courts, the renewal of the electoral system and the democratization of the executive branch contributed to the expansion of political participation and responsibility of the government. At the same time, the government relies on the development of human capital, investing in education, science, high technologies, digitalization and artificial intelligence. These areas are considered as strategic and require high discipline of execution. The President emphasizes the inadmissibility of replacing real achievements with declarations and PR, insisting on the need for concrete, measurable results faster decision-making, higher labor productivity and improved quality of public services.
