Financial Literacy as the Basis for the Protection of Citizens’ Financial Rights and the Formation of Lawful Financial Relations

On February 23, 2026, the Department of Customs, Financial and Environmental Law of the Faculty of Law organized and held a substantive event on the topic «Financial Literacy as the Basis for the Protection of Citizens’ Financial Rights and the Formation of Lawful Financial Relations».
The purpose of the event was to enhance students’ level of financial literacy, prevent financial offenses, explain the mechanisms for protecting citizens’ financial rights, and promote the importance of establishing lawful financial relations. It was noted that, in the current context of changes in the financial market, the development of digital services, online lending, and investment instruments requires citizens to possess a high level of legal and financial knowledge.
The event was opened by the Head of the Department of Customs, Financial and Environmental Law, Doctor of Law, Professor G.A. Kuanalyieva. In her speech, she emphasized that financial literacy is not only an economic concept but also an integral part of legal culture. Particular attention was paid to issues of financial security, the prevention of fraud, and the necessity of knowing legal norms when using banking and insurance services. She also highlighted that fostering financial responsibility among young people is an important condition for the development of a rule-of-law state.
Assistant Professor K.M. Kozhabek delivered an informative presentation on issues of financial literacy. He explained to students the key concepts of the financial market, the rights and obligations of citizens in the financial sphere, the requirements to be considered when concluding loan agreements, and the legal foundations of investment activities. In addition, types of financial fraud, internet-related offenses, and methods of protection against them were discussed using practical examples.
During the presentation, the fundamental principles of the financial legislation of the Republic of Kazakhstan, mechanisms for protecting consumer rights, and the legal procedures for resolving financial disputes were comprehensively examined. Students actively asked questions and participated in discussions of practical cases.
The event was actively attended by the faculty members of the department and students of the Faculty of Law, who shared their views on the topic. The meeting was held in an interactive format, fostering an open and constructive dialogue among participants.
In conclusion, the event served as an important platform for enhancing students’ financial and legal knowledge, developing financial culture, and strengthening the effective protection of citizens’ financial rights. Such events contribute to the development of professional competencies of future lawyers and to the formation of lawful financial relations in society.
