       Sholpan Arapbaykyzy noted that the Constitution of the Republic of Kazakhstan, adopted at a national referendum on August 30, 1995, establishes itself as a democratic, secular and legal state, the highest values of which are a person, his life, rights and freedoms. The Constitution of the Republic of Kazakhstan has the highest legal force, that is, all laws, decrees of the President, resolutions of the Government and other legal acts of all state bodies must be based on its norms and must not contradict them. The only source of state power is the people, who exercise it directly through a republican referendum, free elections, and also by delegating their power to state bodies.

Constitutional reforms were implemented in Kazakhstan in 1998, 2007, 2017 and 2022, but the changes and additions to the Constitution of the Republic of Kazakhstan didn't claim to radically transform it, that is, the form of government and the state structure, the foundations of the political and economic system were preserved.

In 2022, 32 additions and amendments were made to the Constitution of the Republic of Kazakhstan. The purpose of these amendments is the transition to a new state model, a new form of interaction between the state and society, as well as the transition to a Presidential Republic with an influential Parliament and an accountable Government (The referendum took place on June 5, 2022 of the year). As a result of these amendments, the Constitutional Council, transformed into the Constitutional Court, the Majilis of the Parliament of the Republic of Kazakhstan will now meet according to a mixed electoral system, and the quota of deputies nominated by the President will be reduced in the Senate of the Parliament. Other countries are also known, including the removal of articles about the first President of the Republic of Kazakhstan. Also on September 17, 2022, President of the Republic of Kazakhstan Kassym-Jomart Tokayev supports the Decree on the reverse renaming of the capital of Kazakhstan from Nur-Sultan to Astana. It would be advisable to introduce into the Constitution of the Republic of Kazakhstan norms defining such concepts as: "the rule of law", "civil society", which would allow to orient the public consciousness to their correct understanding.

At its core, the Constitution of any state is a document that reflects the essence and content of this state, priority issues of the state system, social structure, fixing the fundamental rights, duties and freedoms of a person.
