"Actual problems of combating corruption" (III annual Anti-corruption readings)
The Department of Criminal Law, Criminal Procedure, and Forensics, in collaboration with the Department of Theory and History of State and Law, Constitutional and Administrative Law, the Research Institute of Anti-Corruption Technologies at al-Farabi Kazakh National University, and the public foundation "Mańǵystaý awenderı," with the support of the Youth Policy Department of the city of Almaty, held an international scientific-practical conference on December 8, 2023: "Current Issues in Combating Corruption" (III Annual Anti-Corruption Readings). The conference was organized as part of the implementation of the United Nations Sustainable Development Goals aimed at building a peaceful, open, and democratic society in the interest of its sustainable development. The conference is dedicated to the memory of Dr. Gulnara Rahimzhanovna Useynova.
Gulnara Rahimzhanovna Useynova was born on October 21, 1966, in Almaty. After graduating from High School No. 9 with honors, she enrolled in the Law Faculty of Kazakh State University named after S.M. Kirov. In 1989, she graduated with honors from the Law Faculty of Kazakh State University named after S.M. Kirov. In 1994, after completing her postgraduate studies, she was invited to the Department of Theory and History of State and Law as an assistant lecturer. In 1996, under the guidance of the academician of the National Academy of Sciences of the Republic of Kazakhstan, Doctor of Law, Professor Sartaev S.S., she defended her candidate dissertation in the specialty 12.00.01 - Theory and History of State and Law, the History of Legal and Political Doctrines on the topic "State-Legal Views of Ch.Ch. Valikhanov." In 2009, she defended her doctoral dissertation in the specialty 12.00.01 on the topic "State-Legal Views of A.N. Bukeykhanov" (academic advisor - academician of the National Academy of Sciences of the Republic of Kazakhstan, Doctor of Law, Professor Sartaev S.S.). From 2011, she served as the head of the Department of Theory and History of State and Law, Constitutional and Administrative Law.
Gulnara Rahimzhanovna Useynova, dedicating her entire life to scientific activities, made an invaluable contribution to the development of legal education in the country. She was the founder of the Research Institute of Anti-Corruption Technologies, created within the framework of the scientific-educational cluster to provide scientific and methodological assistance in combating corruption at all levels of the educational process.
The aim of the conference is to address current issues in combating corruption in the context of the modern development stage of the Republic of Kazakhstan.
During the conference, various problems related to defining the concept and essence of corruption as a social phenomenon in the Republic of Kazakhstan were discussed. This included the diversity of approaches to understanding corruption, international legal and national experiences in forming an anti-corruption culture, analysis of legislation and legal practices, issues of legal education and upbringing as the foundation for fostering integrity among educational entities in the Republic of Kazakhstan, the mechanism for building an anti-corruption culture in the education system, and the role of civil society in shaping an anti-corruption culture.
The conference saw the participation of leading scholars from Kazakhstan and foreign countries, representatives of state bodies in the Republic of Kazakhstan, international and national experts, members of civil society, human rights organizations, educators, and students from higher education institutions, as well as representatives of the media.
