The President's Message-2024

     On September 26 2024 a discussion of the Message of President Kassym-Jomart Tokayev took place in 315 classrooms at the Department of Civil Law and Civil Procedure, Labor Law. First of all, it is necessary to simplify legislation and procedures as much as possible to attract investments in the development of mineral resources.

    It is necessary to complete the work on the creation of a single database of geological information. He instructs the Government to increase the investment attractiveness of industries and subsurface use.

    Last year, on my instructions, the effectiveness of the entire special economic zone was assessed. As a result, we found out the problematic points and thought out new approaches. Now, for the development of special economic zones, it is worth switching to a completely different policy.

    Currently, foreign companies have started moving to Kazakhstan. Therefore, this issue is even becoming relevant.

    It is necessary to differentiate investment benefits into special economic zones.  The main principle should be the position that the more money you invest, the more discounts you get. Although the current industry is not the main focus, there are investors who are implementing important industrial projects. They can be provided with land plots without providing tax and customs benefits.

    There are also companies that faithfully fulfill all their investment obligations. They need to resolve the issue of transferring a land plot from a special economic zone to private ownership.

    In general, the work on attracting investments should be carried out systematically. This is one of the main tasks facing the Government. 

The next problem. As mentioned earlier, the state will gradually reduce its intervention in the economy.

    The Samruk-Kazyna Fund will become an investor with a majority share, which will allow controlling only the main sectors of the economy. Other assets and shares of the fund should be privatized. The "People's IPO" approach can also be applied to its implementation.

   The Samruk-Kazyna Fund can participate as an investor in the most important projects that private investors cannot implement on their own. Such projects are determined by the President.

     The next issue is to increase the country's transit capacity.

    In modern geopolitical conditions, Kazakhstan is the most important land corridor between Asia and Europe. We must take full advantage of this opportunity and become a transport hub of global importance. The country has started to implement major projects in this area. In particular, a container hub is being created in Aktau. The Trans-Caspian corridor is developing. The best logistics companies in the world are involved in these works.

    The Kazakhstan Temirzholy company will be transformed into a full-fledged transit and logistics corporation.

Special attention should be paid to the construction of highways, including the quality of local roads. Despite the fact that huge funds have been allocated from the budget, this issue has not yet been resolved.

I have given instructions to improve at least 95 percent of local roads by 2025. Let the government take direct control of this issue. It is necessary to identify violations in road construction. The real result should be extracted from this work.

We don't have enough bitumen yet. This is a shame for a country that produces oil in large volumes. The Government must radically resolve this issue.

In general, frankly speaking, there are gaps in the government's work over and over again. There are not enough fuels and lubricants, there is not enough sugar. All of this is due to the government's inability to act very slowly and take bold steps when it comes to making concrete decisions. Citizens are also unhappy with this situation. Of course, this is appropriate. Therefore, if this continues, we will again have to make specific personnel decisions.
