On January 28, 2025, an expanded meeting of the Government of the Republic of Kazakhstan was held in Astana under the chairmanship of the President of Kazakhstan. One of the key topics the President touched upon in his speech was the thesis that regional, city, and district leaders should work in direct contact with citizens.

The introduction of direct elections for akims led to the emergence of a new category of public servants – elected managers. This includes more than 2,500 leaders. Among them, there are more and more individuals who have not previously worked in government service, including young people. Therefore, the issue of comprehensive training for elected akims and leaders at various levels has become highly relevant. To address this important task, the President of Kazakhstan instructed the Government, in collaboration with the Agency for Civil Service Affairs, to launch an educational project called "School of Akims." In our opinion, such a school will make a significant contribution to both the theoretical and practical preparation of akims, which will serve to improve the effectiveness of their work in advancing the development of their regions and strengthening the well-being of citizens.
