An international scientific and practical seminar was held “Improving the digitalization of public services in the era of globalization”

On February 27, 2025, the Department of Theory and History of State and Law, Constitutional and Administrative Law of the Faculty of Law of Al-Farabi Kazakh National University held an international scientific and practical seminar “Improving the Digitalization of Public Services in the Era of Globalization”. The organizers of the seminar were Useinova K.R. and Baimakhanova D.M. The judge of the Constitutional Court of the Republic of Kazakhstan, Doctor of Law, Professor Zhatkanbaeva A.E. spoke at the seminar and touched upon the problems of legal regulation of the introduction of artificial intelligence in the sphere of public administration of the Republic of Kazakhstan. Deputy Head of the Office of the Banking Ombudsman Zhaparov N.Zh. also spoke at the seminar. The speaker revealed the specifics of the activities of the banking Ombudsman and spoke about the implementation of CRM in Kazakhstan.

The scientific seminar featured reports from foreign guests. Head of the Criminal Procedure Department of the East Siberian Institute of the Ministry of Internal Affairs of the Russian Federation, PhD in Law Yu.V. Shelegov shared the problems of digitalization of criminal proceedings in Russia. Deputy Head of the Department of International and Private Civil Law named after S.N. Lebedev MGIMO MFA of Russia, PhD in Law E.A. Abrosimova analyzed in her speech the issues of protecting secrets protected by law when using the State Services service. Professor of the Tashkent State Law University, Doctor of Law F.A. Mukhitdinova devoted her speech to the problems of a theoretical approach to new challenges in legal science in the era of digital technologies.

Then, Doctor of Law Kalisheva N.Kh., Doctor of Law Kegembaeva Zh.A., Candidate of Law Tusupova A.Zh. spoke at the seminar, touching upon the problems of effective functioning of the electronic Government in Kazakhstan, as well as digitalization of modern education. Master's students of the Al-Farabi Kazakh National University, as well as the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Esbulatov, took part in the seminar, making interesting reports. Such international scientific and practical seminars allow us to discuss pressing and topical issues of digitalization of public services with the participation of our foreign colleagues and partners.
