The President of Kazakhstan’s 2025 Address: Strategic Vectors and National Development Trajectory

On September 8, 2025, the President of the Republic of Kazakhstan, Kassym-Jomart Kemelevich Tokayev, delivered his traditional Address to the Nation at the joint session of the Parliament chambers. This document is regarded as a fundamental political act that outlines institutional transformations in the country’s socio-economic development and sets long-term strategic guidelines.

One of the key priorities of the Address is the structural diversification of the national economy. Amid global economic turbulence, Kazakhstan’s main strategic task is defined as reducing dependence on raw materials and developing high value-added industries on an industrial-innovative basis.

The President emphasized that in the current global economic landscape, digital transformation is a determinant of national competitiveness. The introduction of digitalization, artificial intelligence (AI), Big Data, and blockchain technologies is considered a crucial factor in enhancing the efficiency of public administration and modernizing the economic model.

Special attention was given to the institutional modernization of social sectors:

• In education, the focus is on training specialists in line with international accreditation standards, expanding academic mobility, and creating a scientific and innovative environment.
• In healthcare, priorities include the development of digital medicine, support for biomedical research, and increasing access to primary healthcare.
• In environmental policy, the emphasis is placed on natural resource management based on the principles of the “green economy” and adaptation to climate risks.

These directions ensure the qualitative transformation of human capital and lay the foundation for national innovative potential.

Another significant issue raised in the Address is the comprehensive improvement of the national security concept. According to the President, food security, energy stability, and the reliability of the transport and logistics system are the key parameters ensuring the state’s strategic resilience.

Furthermore, considering geopolitical changes in the international arena, Kazakhstan’s foreign policy course will be based on regional integration processes and multi-vector diplomacy.

The 2025 Address defines Kazakhstan’s new national development paradigm. It sets strategic priorities such as economic diversification, institutionalization of digital technologies, reforming social sectors, and ensuring national security.

This document directs the country towards an innovative development trajectory and provides a scientific-theoretical foundation for consolidating Kazakhstan’s position as a sustainably developing state amid global challenges of the 21st century.
