Leadership Lecture by Prosecutor Burkitbayev Seker Kassymbayuly

As part of the implementation of SDG 16 “Peace, Justice and Strong Institutions” and the Memorandum of Cooperation between Al-Farabi Kazakh National University and the Committee on Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan,
on October 7, 2025, in room 305, a guest lecture was held for 3rd-year students of the educational program “6B04205 – Jurisprudence.”

The lecture was delivered by Sekер Kasymbayuly Burkitbayev, Deputy Head of the Department of the Committee on Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan for the city of Almaty.
The topic of the leadership lecture was “Participation of the Prosecutor in Civil Proceedings.”

The event was organized by the Department of Civil Law, Civil Procedure, and Labor Law of the Faculty of Law.

During the meeting, Sekер Kasymbayuly provided a detailed overview of the activities of the prosecution bodies, their functions, structure, and legal regulation. The lecture highlighted in detail the issues of the prosecutor’s participation in civil proceedings, the practical application of the rules governing such participation, and their interaction with substantive legal norms.

Particular attention was paid to topical issues such as the forms of participation of the prosecutor in court hearings, the specifics of the prosecutor’s procedural and legal status, the features of claims and opinions filed by the prosecutor, and the order of participation of the prosecutor in different types of judicial proceedings.

A separate part of the lecture was devoted to the digitalization of the prosecutor’s office, including the accounting of court decisions in civil cases, citizen appeals, inspections of state bodies, as well as the use of the ERAP information system and the Unified Register of Pre-trial Investigations.

At the end of the event, students actively asked the lecturer questions, showing great interest in the topic. The lecture was held in an open and informative format, which promoted lively communication and a positive atmosphere.
