Constitutional reform is a key requirement of the modern era. Global civilization has transitioned toward models of high-quality living standards, and new frameworks of transformation are being developed. Kazakhstani society and the state have already initiated modernization processes stemming from responsibility to the people. Beginning with the Constitution is a natural process that requires legal regulation. In this context, the socio-economic system plays an important role.

As the foundation of the constitutional system, the Republic of Kazakhstan recognizes the development of human capital, education, science, and innovation as a strategic direction of state activity. The core premise of this development concept is that human capital is determined by the state of public health, the level of education, and the intellectual quality of individuals and society. The higher these indicators are, the higher the quality of human capital, and accordingly, the stronger the national economy.

Ensuring access to a high-quality education system and improving its resource base is a key objective. Science provides vast opportunities for societal development, technological advancement, and improvement of human living conditions and quality of life. A deep understanding of the importance of science, along with the support and development of scientific research, is one of the essential prerequisites for the country’s future.

At the same time, stimulating innovative activity promotes innovation and enhances inventive processes. The main goal is to create favorable conditions for increasing innovation activity in the country and for the development of high-tech, knowledge-intensive industries.
