Key Conditions of the Civil Society Principle

The Constitution of our country clearly states that the highest value and greatest treasure of the state is the individual — human life, rights, and freedoms. Our goal, in line with the national principles enshrined in Article Three of the Constitution and in accordance with our traditions, is to build a state founded on social harmony, strong political stability, and the idea of “Mangilik El” (Eternal Nation).

Our responsibility is to ensure high-quality economic development and forward progress that aligns with our principles, values, and national interests, and that serves the well-being of the entire population. We must avoid situations that pose serious risks to the country and pursue a pragmatic, rational, and sustainable path of development.

To preserve sovereignty and protect Independence, issues of national security and defense should be addressed effectively, drawing on advanced international experience. Crucial matters of state life should be resolved through democratic methods, based on the will of the people. Every citizen must demonstrate love for the Motherland through concrete actions, deeply appreciate the value of Independence, and be able to safeguard it.

Respect for human rights and freedoms is a fundamental and unshakable condition of democratic values. In a state where this principle is upheld, the rule of law and order prevails, and national unity is strengthened.

Improving the well-being of the population requires fostering economic initiative, honest labor, fair income generation, and responsible citizenship. A responsible, creative, hardworking, and patriotic citizen becomes a just, honest, and culturally developed individual. Therefore, every citizen, public figure, and political force must recognize their direct responsibility for the future of the nation.

The progress of our state should be driven by the development of a knowledge-based economy grounded in ideas and innovation, IT and advanced technologies, with widespread digitalization and the rapid advancement of artificial intelligence systems. To entrench the values of education and science, it is essential to fundamentally modernize the education system — from early childhood and school education to higher education — by adopting best global practices while respecting national mentality. High-quality education, renewal of the resource base, and training of highly qualified professionals must become top priorities.
